Arguably Borderline and a specific boon to slower, or even faster, decks. It is not for the decks that need perfect mana. It fits decks with cards to burn, be it extra lands or spells too expensive for the given game. While, yes it can fit as a discard outlet, it is single-use each turn presumably and is not a simple use.
It could easily deal 6-8 over a given game with little in the way of "feeding". It does tell your opponent you have a dead card/draw. But with things like Deep Analysis, this really does fit in the right circumstances.
The bigger downsides being 3 mana and still needing feeding. Taken against Razortip Whip or Viridian Longbow it is comparable. It also theoretically stunts your growth if fed naturally every turn because you only get 1 new card. However, it slower decks 2ith more raw drawing, or faster decks where they just want more breakthrough damage, this can put out 1/3 of their natural life total.
You are simply describing it as a lategame land/useless spell sink for aggro decks and I think there simply are way better garbage sinks, even for aggro decks, like XR Burn spells or looting/rummaging effects.

I've recently added a madness theme to test it and for discard outlets I mostly had some criteria to work well with madness, which was either having a great upside or being as cheap as possible, because the mana advantage or a reckless wurm through madness isn't worth much if you have to pay 2-3 mana for discarding it. The fact ythat you can only use it once per turn isn't really a downside in that regard, since you will barely be able to play multiple mandess cards in one turn and the fact that it's repeatable is quite nice. Again I think that cards like Deep Analysis belong in the category of madness cards or rather cards which profit from discarding.
Who plays Razortip Whip? Viridian Longbow is mostly there to be used against creatures. I think the best comparisons for that purpose would be Thermo Alchemist and Ill-Gotten Inheritance, which are booth miles better if you only look for ways to kill the opponent with noncombat damage.
if it could target creatures it at least could be used as control card. as is, it probably does less than Razortip Whip. the mv of 3 is too much. for 1 i would consider it as madness enabler
