Big fan of Coastline Marauders. At its best in a more midrangey shell, but still strong in aggro.
Merchant Raiders is pretty good, but most (all?) of the good pirates are lower cmc than it. Probably still worth it without deliberate support if your blue section wants it.
Kitesail Skirmisher might be worthwhile if we get more pirate tribal support. 1 toughness isn't great, but a 3 power flier for 4 with some offensive utility and a reasonable recursion cost is pretty close.
Merchant raiders looks meh to me. Compare it to the cards white gets for less (banisher priest, et al). I wouldn't expect it to trigger after the etb very often.
Breeches is pretty cool if you're pushing midrange red. Coastline Marauders is sweet.

Seems absolutely insane in any cube that supports white tokens; the anthem makes tokens practically unkillable and the activated ability seems comparable to that of Jade Mage (which is a card I really like playing with).
I have learned through Selesnya Guildmage that the difference between four or three mana to make a 1/1 token is huge. The body of Jade Mage (2/1 for 2) is also much better than a 1/4 for 3.
However, the pump effect of Prava is unique and allows you to to attack with your tokens without ever being afraid they will be blocked to dead by all but the biggest creatures. Seems worthy of a test.
Haha - Rograkh, Son of Rohgahh is a 0 mana with first strike, menace, and trample. The only downside is it's a 0/1. Anyone run enough pump effects or equipment to want to try this? I think it's a hilarious design, but most of the time it will just be a 0/1 for me, which is sadly useless.
Merchant Raiders feel like a 4 mana version of Fairgrounds Warden. I'm not a big fan of these cards and while the tap effect is overall stronger than the exile effect (no extra etb trigger, no surprise blocker with instant speed removal) it's not good enough for my blue section.

Like Arbor already said, a 2/1 for 2 is much more useful than a 1/4 for 3 and 3 mana per token in green is infinitely better than 4 mana per token in white. The anthem effect is strong, but I doubt this is a good card without a decent amount of other token makers in the deck. I had Intangible Virtue in my cube for quite some time and it was way too narrow, that's why I cut it. On the plus side Prava is more interesting, playable in slightly more decks and white three drops are something I'm always looking for. But I don't think I will try him.
Rograkh, Son of Rohgahh is a funny card, but what do you need to make him good? Trample doesn't matter for creatures with low power, first strike only matters early on. So even if you manage to put a Bonesplitter on him he's not much better than a random two drop on its own. Pass.
Toggo, Goblin Weaponsmith seems very decent and at least very fun.

Legendary Creature - Goblin Artificer
When a land enters the battlefield under your control, create an artifact equipment token named "rock". It has "equipped creature has 1, {T}, Sacrifice Rock: deal 2 damage to any target. " and "equip 1"
Toggo, Goblin Weaponsmith is a pretty sweet card. Bad topdeck, but producing 2 mana shocks is a pretty powerful effect.
Dargo, the Shipwrecker seems pretty good as far as all in cards go. Curves out of any of the 2cmc make 2 dudes cards or Thraben Inspector for a 7/5 trampler on t3. Being able to cast it for R also opens up some neat stuff like Reckless Charge + Temur Battle Rage with low mana requirements. It's also not the worst if you play it as a midgame threat: 7/5 trample is big for 5 mana and it also functions as a one time board sac if it's needed.
I don't consider these cards legal in my cube format so I am just happy about reprints so I can find them in foil easier. Imperious Perfect as an uncommon is good for that.
Tuia Bearclaw is a great card, will add her for sure. Even with a 2/1 on the board she's 4/4 and the average case should be at least a 3/2, so she's a 5/5 then. She also works perfectly with the Gruul pump archetype I have. Any pump spell is basically copied since she will benefit from it as well. Fall from favor could be awesome for control decks. Solashable pseudo removal and the monarch effect to have a good flow of card advantage. Seems nice. Maybe it will be hard to retain the emblem but I love the card.

No idea which cards you run, but in my cube it's 13/65 (17/77 if you count guild cards). And some of these cards won't always work, most others have prerequisites. Way too hard to get decent value out of Tormod considering it's a vanilla 4/2 for 4. With 1 token it's barely good enough and 2+ won't happen often enough. Easy pass for my cube.

So Gurmag Angler will only ever create one zombie token while being cast, even if you exile 6 cards with delve.
Regarding 'it's pretty darn good with 1 token' - compare Tormod to a card like Talrand's Invocation. If I run a card that doesn't work on its own it either needs to be super easy to trigger it or a single trigger needs to turn it into something that is way better than similar cards that work on their own. Tormod isn't easy to trigger and after a single trigger he's still not better than Talrand's Invocation. What I meant with 'barely good enough' is that what you get when you create a single token is pretty lackluster when you look at how difficult it is to achieve. But I agree that if it was a 4/2 for 4 that gave a 2/2 on etb it would be 'pretty darn good'.
I'm really not excited to play a 4 mana 4/2 + 2/2 that I probably can't play until t6. I'd only really want to play Tormod, the Desecrator with multiple things that make multiple tokens, but those are pretty spread out. Escape makes 2 (I'm pretty sure) but there's not a ton of cards with it, Pychatog works very well, and Rancor(edit: doesn't net tokens though)/Reassembling Skeleton + sac outlet works but is a 3 card combo. With sufficient combos he's probably pretty good, but that's a lot of setup for a fairly slow and fragile engine.

I kinda like Staunch Throneguard. It's pretty similar in power level to the rest of the old non-Palace Jailer monarch cards and gives every colour access to monarch by itself.
I know Tormod is one or more. Psychatog, escape, and Reassembling Skeleton + sac outlet can still net multiple tokens though since they can make things leave the graveyard multiple times (as opposed to reanimation/delve effects always netting 1 token). To clarify for escape: putting a card onto the stack and paying its cost happen at different times and both would trigger Tormod, so Tormod happens twice afaik.

Worth a multicolor card slot in R/G? Wouldn't be surprised to see this attacking for 6 on turn 4, but also pretty easy to interact with or chump.

I kinda like Staunch Throneguard. It's pretty similar in power level to the rest of the old non-Palace Jailer monarch cards and gives every colour access to monarch by itself.
Monarch is risky enough that i think a 3 mana sorcery speed soft removal spell is fair.
Throneguard might be cool but it's not very sexy.
I like the legendary black artifact creature as part of a future artifacts theme once more pushed coloured artifacts are around.
