It's a 4 mana sorcery speed Staggershock that can be interacted with; you do technically get more choice, but I wouldn't expect the average case to be having this sticking around for 4 turns. If you can get the mana to be useful I could see it, but that's hard to evaluate without playing with it.
I agree with Purplemurasaki, this is a 4 mana sorcery speed Staggershock with very little upside (and some downside, too since your opponent can prevent the rebound). It may occassionaly be card #23 in a red midrange deck, but that's hardly a reason to play it. If this is a cycle maybe the other planeswalkers have a +1 that actually matters.
(I'm not a peasant player, but my cube has a similar power level to peasant.)

I don't think she's great or anything, but I think she's absolutely defensible. The elemental buff is sorta like a ultimate in that it doesn't effect the evaluation too much, but a + is better than an ultimate. And if you are playing Young Pyromancer, you get to have a swell time. I don't like her better than Tibalt, but I do like her. Actually, I've been playing Chandra Nalaar for years now, and I think this is better.
i do like this a lot more than jaya even though the +1 does basically nothing. seems good to maybe push a bigger red deck than we're used to at peasant level, and also might be a good tool for red based control decks. idk i'm open to this being ok.

For the time being, probably. However, it is a card which is certainly doing enough stuff by both enhancing lifegain effects and being benefited by them that I would likely want to include it once a critical mass had been reached. The LG archetype is definitely getting there, even if its main issue is how many slots supporting it would take since most cards need specific enablers and offer minimal synergies instead of piggybacking off stuff you would include anyway like Rise from the Tides and spellslingers, for instance. The strongest payoff card in the archetype, Angelic Accord, for instance, sets conditions which require either a huge lifelinker or specialised spells to be triggered reliably.
How does Empyrean Eagle compare to Thunderclap Wyvern? One mana less, no flash. I feel like it supports an aggro flyer deck better than a control deck with flyers. Trying to decide if I swap just to lower my mana curve.
EDIT: Also, how ridiculous is this? I haven't even acquired my cards from Modern Horizons, which just came out a few days ago, and we're in spoiler season for another set. Someone needs to tell WOTC to pace their product better.
I actually like Ironroot Warlord. It has a pretty big butt, and it'll usually be 2/5-3/5 when it's cast, with the potential for more if you play a couple of Nest Invaders or such.

I'm on the fence about Empyrean Eagle because flash is such a fun mechanic that I'll probably pass although the power level is high. Corpse Knight seems alright as well if a little boring. Turning a Lingering Souls into a 4 damage is super strong
Wind drake angel is probably ACSing at gain 3 life, which isnt worth it.

The eagle is probably a hair better than the drake. Flash usually isnt worth one mana, but its static ability is suddenly a potential combat trick on the drake. Unfortunately, +1/+1 to flyers is too narrow to make up the difference.
The selesnya guy could have some legs. Its floor and ACS are just much much higher than every other version of this effect.

Red has zero flying creatures in most cubes, would be weird to build an Rx skies deck just for a single card. Control wants all the sweepers it can get, so running low toughness flyers is not a good idea most of the time even if you get them from another color.
I doubt it will be more than Fiery Cannonade most of the time. Flame Sweep is a decent card, but it would be very hard to abuse the potentially powerful effect it has without sacrificing something else for it while drafting.
The uptick is useless, but ill take an uptick uncommon PW any day. This will be solid, mark my words
