powerlevel seems to be on tier2 level and a lot of those cards already look appealing for it. Unless they push some uc level cards into common it will be a fair balanced set (aka not too interesting for spike cubes)
Keldon Overseer seems well-costed, since a bonus threaten effect makes sense at 4 mana. Seems more like a finisher than anything else, but I'd consider it (I don't run a tier 1 cube).
The overseer is fine to keep the pressure up in a haste red deck, and is kind of a mana sink so is a good topdeck (even though i don't think an aggro deck will reach 7 mana that usually). But I don't think it is better than other 3 drops. Maybe removing a higher drop to smooth the curve, but not sure.
Saproling Migration at instant would have been a strictly better Raise the Alarm, no way they would give us that. Those who played Fists of Ironwood have an easy swap, I think.
I feel the thallid is a reasonable common. I hope the triple colored cycle to be common as well. Theyre hard restrictions make them comparable to the wedge cycle and they still hit common powerlevel with the math i applied in my evaluation rework (which i still need to continue, urgh) Im especially looking for Benalish Marshal since monowhite is a thing in my t1
uhm, if anything the powerlevel in the targeted meta has influence on the rarity. Thats why they shift between uc and common in the first place. As I tried to calculate in the new evaluation thread, they basically just aplly a certain formulas to determine the targeted rarity.

Lords' rarity is defined by limited. They will never be under uncommon. Look at the current lords in Rivals of Ixalan. They require two colors to cast and are uncommon. Even is they cost 3cmc, (1CC), I think they would still be uncommon. No one wants to face 4 lords in a deck in limited, regardless of how much they cost, therefore they will never be common.
triple monocolored cost makes it really hard to play in limited and youre pretty ****ed if you dont end up with enough playables in only one color and picking them up is signaling your color real hard.

I find these triple cost creatures very odd. Either we're getting a Dark Ritual for each color printed at common, or there is going to be some crazy color fixing printed. I know green has Llanowar Elves to help out, but how the heck will we manage triple white or triple red?
I'm not a fan of Dragon Fodder, but I loveSaproling Migration. Just the option of being able to sink a bigger resource investment into it and get a higher return a la Battle Screech takes it from narrow to mainstay for me.

I'd just like to point out that a wedge colored 3 drop is much easier to cast than a CCC colored one. Comparing the two costs was a mistake.

Nissa's Chosen is the last GG to see print at common (I assume, I didn't verify this) but it was in a Duel Deck from 2016 (which says..nothing..about limited). I wasn't being critical of your results although I assumed what you reported was by design whether than happenstance. I just thought your data was somewhat orthogonal to the issue of modern design standards especially as they relate to limited.
This has been noticeable recently. For instance, Rampaging Hippo and Brambleweft Behemoth in Hour of Devastation (you could maybe debate those two though). On top of that both Ixalan and Rivals doubled down with Colossal Dreadmaw.

Of course historic cards are too narrow as we don't have legendaries or planeswalkers.

I know! CC1 green mana dorks are probably MTG's greatest unfinished mega cycle. We have Elves of Deep Shadow, Avacyn's Pilgrim, Llanowar Elves, Boreal Druid... We just need the red and the blue!!
