Tokens and saccing stuff fit well with cards like blood artist but he opperates on a totally different axis to informer (cards in deck as a wincon) so besides getting a little life it's pretty pointless. "0illing their good cards" is also a totally worthless thing to do since you get them closer to other good cards and cards milled is no different to cards on the bottom of the deck. In my experience, milling myself to get fatties into the yard is also very unreliable compared to looting effects.
I'd sell this new card on the following:
-Strictly better than Curse of the Bloody Tome.
-Faster than Curse.
-Takes no mana investment after you play it. Synergises with card draw spells which blue control is totally into.
-Hard to remove.
-Garunteed inevitibliity. Played on like turn 5, with two instances of the if triggering , it kills them in 8 turns. Less if you draw any extra cards. Obviously it's faster if played sooner. I'm happy with that kind of inescapable clock in a grindy control deck (prisoncards, Elixir of Immortality).
Just had a prison deck last draft that relied on Curse of the Bloody Tome to win. One thing to point out about Sphinx's Tutelage is that it can't Nyx Weaver yourself like Curse can.

By the way, would you consider adding Sphinx's Tutelage a good enough reason to also play Brainstorm? After all, it is hardly that much worse than some of the other cantrips we run despite having its problems - but this one draws 3 cards for 1 mana (and can be imprinted on Isochron Scepter).
I think blue is stacked enough at 3 not to have any room for it but admittedly it might act as a decent wincon by itself or with Hedron Crab (which may also be played as a pseudo-dredger in GY decks).
Zendikar Incarnate looks like something that COULD be cool if it had trample. Still wouldn't push any of my gruul cards out though. Pretty hard to get into my gruul section. It'd have to be pretty crazy good.
There is also Ainok Bond-Kin which is far from unplayable. Travel Preparations is decent although Selesnya is deep enough that even it would barely qualify; Reap What is Sown would probably be going too deep. However, as MM2015 draft streams prove, +1/+1 counter mechanics are surprisingly common across colors and thus support for them would fit multiple alternative archetypes. I like the idea but time will show whether I am willing to make room for it.
Cytoplast Serra Angel looks promising, but I think we need more creatures that come with their own counters before the +1/+1 counter theme is worth it in peasant.
Thinking about it longer, the mill card may be alright. I don't like control finishers that suck in the late game, but maybe the inevitability on 3 is worth it?
Definitely a bad bolt. I'd rather have Flame Slash, Lightning Strike, or any number of other burn spells than this one. If the Spell Mastery cranked it up to 4 damage, then we could talk, but this is pretty underwhelming.

Well. Fiery Impulse is an instant, which Flame Slash is not. But I agree with majikian that it's only role will be as another option when someone is balancing their burn.

Is Send to Sleep cubable as a conditional Frost Breath for 2? Without spell mastery online it's pretty terrible, but the top end is stupendous. I'm inclined to give it a test run.

My 360 Peasant+ Cube!. Modern borders where possible, usually with the newest (or "best") art, and always the most readable card text. I also run all 10 painlands. My playgroup is super casual, as we have a fair number of newer or less experienced players. Typically we draft with 4 to 6 people, using 5 packs of 9.
I don't think mana efficiency is really a big concern for Frost Breath decks. Either you're ahead and need two extra attacks to clinch the game, or you're not.
I mean, if I'm curving Jackal Pup-Welkin Tern-Tandem Lookout, I want my Frost Breath on T4-T5 to be actual Frosty, not just a double Twiddle effect for one mana less.
