Trying to figure out what my izzet section should look like, I had interest in improbable alliance. But... I just don't see it being the dollar-store version of bitterblossom I'd like it to be, and the activated ability is impossibly expensive. Even with all the cyclers I run ,I think it needs a persistent engine like a looter to make it worthwhile.
And I don't want to pigeonhole izzet into a pure spells-matter theme but the spell's matter 2 mana creatures are just so strong.

I have Improbable Alliance in my cube, but I am going to cut it when BRO comes out, I will replace it with Third Path Iconoclast, because I think having a lower floor and being a beater makes for a more versatile card, whilst also retaining the swarm identity.
The times I have played with it it turned out pretty much exactly like you described: when you have a looter out it was pretty worthwhile and could take over the game. Other times it just sat there and created maybe a single Faerie, which obviously isn't where you want to be. I can count the number of times I have activated the ability on one hand I think.
I agree that the spells matter 2 costs (I run Sprite Dragon, Balmor, Battlemage Captainand Third Path Iconoclast) are very strong. I don't think pigeonholing Izzet into spells matter is such a bad thing, as the spells matter deck can work out in different ways. Tempo with small beaters and efficient removal, or more control with Sprite Dragon as a finisher. With the newly printed Balmor, Battlemage Captain a more token approach should be possible as well, I think. I have also found that the Adventures have been helpful, being a creature and a spell rolled into one.
Convince me that Rona's Vortex is not on average better than Vapor Snag. Yeah sometimes that 1 life is critical but does that come up more often than the 25% chance you're in UB as opposed to any other UX combination?

I don't run either, so I'm just evaluating at face value. But if I did run one, I think it would be Vapor Snag or even another Unsummon variant like Fading Hope. Both of these can hit the tempo play, removing a blocker or attacker for U. Vapor Snag has the bonus point of damage that usually won't make a difference but can come in clutch occasionally; while it is true this could be detrimental when used on your own creature, it likely would be just as irrelevant against your life total as against your opponent's. But being able to also Rescue one of your own creatures, whether it is dying to removal or combat, is pretty huge, especially in a cube with good ETB effects. I would absolutely use it this way. Rona's Vortex trades that flexibility for two other effects. First and least, bouncing a planeswalker. Most planeswalkers in Peasant just tick down, so bouncing an opponent's walker to hand may detrimentally reset their loyalty; I'd rather bounce a blocker and just kill it. Second, you can pay 2UB to remove the target - but we have much more efficient removal available, even in Peasant. Even if the recursion-proof removal is what appeals to you, I don't really see anyone clamoring to play Feed the Serpent. There is something to be said for a flexible card with two modes, but again, the second mode comes with the aforementioned trade-off and only works in the right color combo.

You need a minimum of 3 basic land types to make it better than an overpriced Night's Whisper. Not that common. Minimum of 2 to even get the 2 cards.
Also, yeah, card filtering and drawing multiple cards for CA are really different kinds of effects.
