The purpose of this cube was to create a fun, different alternative to our normal 450 cube as well as to make a cube that we wouldn't have to worry to much about at events, the LGS etc. To that end, we wanted to make a multicolor cube with the following restrictions.
1 - All cards must be actually or functionally multicolor (that is, you can cast them for 1 color but you wouldn't want them in a deck that wasn't both colors. What this means is cards like arctic aven and kird chieftain, that care about lands in the other color, cards like trench wurm that have an off-color activated ability, and mana-producers in the right colors are considered multicolored for this cube.
2 - All cards should be less than $3.00 mid on TCG player. This is a softer rule, and can be broken for very cool multicolored cycles like the avatar cycle from lorwyn and the demigod cycle from journey. It has also been slightly broken for fixing purposes.
The tri-color sections are incomplete as I am still assembling Khans cards (I haven't snagged a woodland cemetery either which is why there's currently a random mumuring bosk (I think) standing in). Also, I would love suggestions for older "color matters" cards that don't show up in multi-color searches on gatherer etc, like the old battlemage cycle. I also am less than thrilled with the obelisks/banners and the keyrunes (really don't like 3cmc fixing that isn't 5 color), but I haven't found good replacements for them. Stuff like the talismas would be great, but the cycle is incomplete and I don't want to unbalance the fixing across sections. Suggestions for more 5 color fixing options would also be welcome.
This is a really cool cube idea! There are so many great and cheap multicolored cards that just can't make the cut in most cubes because gold sections are so tight, so making a cube out of them seems like a really elegant solution. One thing that strikes me is that you'll probably want as many 5 color fixers as you can get, and you don't have very many.
Here are some 5-color mana rocks that fit your budget rule:
You could easily pick your favorite ten of these and swap out the entire cycle of Banners and Obelisks, and you may even find that you need less. At least, that's what I found when I replaced the Signets in my cube with 5-color and colorless mana rocks.
You probably want more 5-color lands, too. These have all been working out well for me and are in or near your budget range, and most are available even cheaper in World Championship Editions if you're OK with gold-bordered cards:

One multi-colored mechanic you might want to include some cards with is Sunburst - some of them are pretty good, like Engineered Explosives, Sawtooth Thresher, Solarion, and Skyreach Manta.
One cool 5 color creature that's dirt cheap you might get a kick out of in Chromanticore.
