That's certainly one of the more unusual things I've heard. At four mana, in two color decks, 2CC cards shouldn't feel difficult to cast.

How's your mana fixing feeling?

How many decks are 3 colored?

I have been quite happy with horizon chimera.

Ones with forests and islands

It just does things all the time and is always actually impacting the game, unlike other 4 mana fliers like bloodhunter bat

I've also enjoyed Horizon Chimera in my Simic decks. I'd agree that it goes in every deck with forests and islands; it asks very little of you for what it offers in return.

Horizon Chimera does freaken' work. It's solid, but nothing particularly amazing so it's probably why it's not so memorable. It does pretty much everything UG could ask for- It's instant, it can be removal in a pinch, it can eat any 1/1 token and push through damage with flying/trample, it's a relatively fast evasive clock, and it gains you life incidentally. I'd definitely include it over Simic Charm.

I run Selesnya Charm over Enlisted Wurm, but I'll swap them as soon as I feel like white or green needs another six drop finisher. Selesnya Charm just doesn't do much no matter how you use it, but it's got some versatility.

One thing it doesn't do is trample

I can see Horizon Chimera being especially nice if you run Druid's Familiar, and various Green and Blue Auras (Zephid's Embrace, Moldervine Cloak, etc). Never really given it much thought before. I've always thought that Simic Charm, Lorescale Coatl, Jungle Barrier, and Nimbus Swimmer were better 3rd Simic Cards.

I still think the best answer for loxodon warhammer is an environment that naturally outpaces it, not answers that you must draw in order to have a nonzero chance of winning.
