A Grave Titan sidegrade that can be pre-cast for ETB value on turn 4. 7 mana is a lot, but getting 10/8+ of stats (more if you get to attack) for 4 mana sounds nice. 2/1 flying tokens > 2/2 tokens.
My cube supports an enchantress theme in GWx, which might influence my evaluations to value enchantments a little higher than others.
Comparison to Grave Titan is always good. The modality is nice, although it does have a weird tension to it. This is going to be difficult to cast for a lot of reanimator / cheaty face decks since white is the worst color for those shells, and being an enchantment is only a liability for those decks. Actual white decks might find both the impending and 5WW cost too slow. Can be a decent replacement / supplement to Sun Titan, but a lot of cubes have cut that in favor of Guardian Scalelord a while ago.
I think the problem is Impeding isn't Suspend -> It doesn't have haste, which makes this slightly weaker.
This won't have summoning sickness when the last impending counter is removed since it was already in play as an enchantment. Otherwise things like manlands / vehicles / anything else that turns into a creature would never be able to attack without giving them haste.
Even if it couldn't attack immedaitely, the ETB trigger more than makes up for it.

It usually won’t have summoning sickness when the last time counter comes off, but that will be on the end step so it also won’ get to make an attack before being exposed to sorcery speed removal. That dynamic of being able to block and be hit by removal one turn before it can attack is very similar to being summoning sick, functionally speaking

I primarily play limited, so most of my spoiler season comments view cards through that lens.
4 flying power across 2 bodies for 4 mana is great, in a color with infinite synergies, and either the 6/6 runs away with the game, or already gave you enough value that you don't care when it gets shot down. The only strike I have against it is that I'm kind-of bored with this design. But, I'll play it.
I like it - most 6+ mv bombs don't do anything before you have mana for them, while this helps you stay alive.
I think that apart from blue, white is the color that likes it best when the game goes long. It has just enough from every mechanic, like gradual token generation and card draw, to buy a lot of time and benefit the most from the Impending ability.
Two 2/1 fliers for 4 is okay, but if your opponent uses a card to get rid of the enchantment before it gets its body back, it kind of counts as a 2 for 1.

Yah i didn't realize you get the 2 fliers if you cast it for its impending cost. Yes this is great!
Trumpeting Carnosaur has proven that a fatty with early game utility is a recipe for a good card. 4 mana for two 2/1 fliers is a decent rate and 7 mana for a Grave Titan is ok, but by far the most appealing about thing about this card is its interaction with Phelia. Without it, I think this card would be good, but not great.

interesting with phelia + flicker wisp. Playable in reanimator and nice in WB with a couple reanimation effects.
Paying 2WW for 2, 2/1 flyers is pretty reasonable if you have multiple ways to abuse either the flyers or the enchantment.
Occasionally you’ll find a deck great at ramping that wants a win condition like this (that also can help stabilize or pressure walkers/monarch).
sneaking this in is nastier than grave Titan. 4 2/1 flyers is no joke
