Fateful Absence for UU. Sorcery speed is a bummer, but Split Second is a nice consolation prize. I'm not too worried about this being UU since this won't be a turn 2 play most of the time. I've always wanted a better answer to planeswalkers already on the battlefield in blue that was better than Imprisoned in the Moon, and this fits the bill quite nicely.
I never considered blue based removal - mono-blue almost never happens and if blue is to play control rather than combo, its likely already paired with a removal color so therefore, I'm not really in the market for these style of effects .

Blue creature removal always gets my attention. This has many disadvantages compared to Fateful Absence
Two colored pips
Sorcery Speed
Enchantment based (can be removed)
But blue doesn't often get cards of this kind, and the downside of the clue feels more reasonable in blue (which always has downsides to its removal). Golly gee, I'd love to have a playable card with split second. It's a wonderful effect to have on removal-- most of the time it's just trinket text and nobody cares, but it's quite the wallop when it does come up.
I like it. But frankly I almost never end up having many cards from the commander decks.
