This new mono-green token upgrade girl seems very strong. I think this card is just good. You obviously need some number of token producers but I don't believe you need actual dedicated support outside of "good cards that make tokens." This can turn a single Gilded Goose into a 2/2 or 3/1 factory. It makes Tireless Tracker into a Felidar Retreat. It works well with the various Elspeth Planeswalkers. I want to put this into an Abzan Midrange deck with Blood Fountain. Play T2 Sylvan Caryatid, play Jinnie and Blood Fountain T3, make a token, and have the fountain activation up in case the elf dies. The same basic play pattern works with any one-drop that makes a token, such as Thraben Inspector and Voldaren Epicure, you just wouldn't get the overcosted raise dead provided by fountain. This can also upgrade Esika's Chariot tokens by giving them haste or turning them into 3/1s. For those of you with "boomery" Cubes, it seems kind of hilarious with Avenger of Zendikar, as it can spit out a bunch of hasty cats instead of 0/1 plants.
I think this card is very good and I would not be surprised if it's one of the best cards in the set. Unfortunately, the fact that it's a part of the wierd "mono-three-color hybrid Commanders" cycle means that a lot of people might miss this card. It may very well end up being a sleeper simply because of it's inherint wierd-ness.
A flexible Divine Visitation effect attached to an on-curve creature is exciting!
There are just somanythings in mono-green, selesnya, or gruul decks that make 1/1 tokens that would benefit from getting +1/+1 and haste (or if you don't have an attack this turn, +2/+0 and vigilance). And it's not just creature tokens -- your treasure tokens from Ragavan, Nimble Pilferer or your clues from Tireless Tracker MAY become cats or dogs too.
The casting cost looks intimidatingly complicated, but it's actually much easier to cast than RGW and can go in mono-G, gruul, selesnya, or naya.
I do like this as Naya's version of Leovold in the sense that it's 3/3 for 3 that's a huge signpost and manipulates other external forces throughout the game. The big difference between this and Leovold is that this doesn't directly shut down your opponent's cards / abilities in any way, but this is more proactive and has a more flexible mana cost. There are a good amount of ways to curve into three dogs / cats. I might give this one a spin, I like how we're getting more good tokens matters type cards like this and Esika's Chariot.

The tokens it creates are minor upgrades for other tokens, and a 3/3 for 3 mana is way underpar.
It seems good in a heavy token producing deck, but
a) that kind of deck is generally under-powered anyway
b) a specific deck is required to make this card a playable cube card. Even in that specific deck, I suspect it's worse than a on color dual or a highish pick generic spell.
It's a fun card, but I don't think it's close to deserving a slot in a 720- cube for it's powerlevel.
I'm interested in this one. I think it will be high on the fun factor but may not be the most competitive card overall. Hybrid mana is great and this just seems like it will make great cube stories with things like secure the wastes, or any of the repeatable token generators.
Just a rules clarification if I would create a token that is tapped and attacking and i replace it with a cat token from this does the cat come in tapped and attacking?
Cards like Ophiomancer or Jadar, Ghoulcaller of Nephalia almost always want the upgrade, but for others Jinnie’s “may” clause can lead to really interesting decisions. What’s better here, flying Thopters or hasty Cats? I have a clean but non-lethal attack, so do I want all three of my Siege-Gang Commander tokens to be hasty Cats, or do I keep one or two as goblins in case I want to throw them at a future blocker later? What’s better here, a Clue or a creature? Jinnie gives pseudo-riot to 3/3s like Garruk Wildspeaker’s Beasts. And on top of that, players must answer the ultimate internet question: “Cats or Dogs?”
