3 mana for a 2 damage wrath at instant speed with upside has seen play in a variety of formats (Kozilek's Return, Fiery Cannonade, Volcanic Fallout, etc.), but in my experience none have translated incredibly well to cube. This new one however, can provide rummaging for reanimator and other combo decks, can make an artifact token for artifact decks, all while strapped to a reasonably costed and instant-speed sweeper. It should be mentioned that the only Vampire in my cube is Bloodghast, and while some other cubes run a couple more vampires than that (some upwards of 4 or 5), vampire is still a relativley rare creature type, so the sweeper should clear most small boards.
I think this might be just a little slow, but it's certainly less narrow than the alternatives that share the same primary effect.
I mean someone people play Pyroclasm but most cut it because its a bit too narrow.
I think conditional sweepers are often just end up being hate cards.
