This card suffers a bit from additive distraction because 2 out of 3 abilities are irrelevant, but it is a 3/4 that draws a card evert time it ATTACKS - not every time it hits, which seems like a pretty good rate.
This is really good but right now blue 3 CMC is so stacked its not a hornet's nest I would like to open as of right now ...

While we've come a long way since Ophidian, I think this is a bit too fair for blue, which doesn't value Brimaz type cards as much as other colors. I'd much rather pay an extra mana for God-Eternal Kefnet.

Based on the fact that this thread took days to create I think many people agree with you.
For me it merits testing at 540 but I wouldn't run it at any smaller Cube size. I also love Kefnet but curious to see how this one does.
I’m on the fence on this card, but the difference between 3 and 4 mana is huge. When the blue deck has access to four mana there are plentiful options for bombs and interaction, so I don’t see Kefnet as a competing card necessarily.
A 3/4 card advantage engine for 3 mana might be helpful for blue decks to curve into the powerful 4-drops. You can block the aggro ground critters quite well and perhaps go on the offensive to draw to make sure you hit your land drops if needed.
This card is too boring in cube if you aren’t getting value out of all the abilities imo
The OP made a clear point we should evaluate this as almost exclusively as a 3 mana 3/4, when it attacks draw a card.
But I do agree with your point - Blue 3 CMC is incredibly stacked. I would give the edge to more interesting cards when deciding cuts.
