I think this card is interesting , mostly for it's magical dreamland scenarios.
The set up to make the card good might be a bit too much, but I could envision shells where the card would be strong.
Cards that can flash back instants or sorceries always have a high ceiling in powered cube due to ancestral/time walk.
I may test, but initial impression is that it's too narrow to justify it's ceiling.
If it was an instant, the ability to target instants would make this so amazing. It's still good, but it may miss the cut because of the sorcery speed nature of the spell.
Another card in the vein of mission briefing, at first I think it is amazing but then realize it is a bad regrowth. Needs to be an instant. Not working with reactive spells makes itbad
Yeah, sorcery speed and costing xRR instead of x1R are both serious downsides. If it weren't for that, I'd be viewing the card more as red's Snapcaster Mage. Still, there are some strong plays that can be made, which I think makes it a consideration.

That's true. This can't flashback a counterspell or instant speed a removal spell, which makes it much less flexible than something like Snapcaster. Needing to be used proactively could make it fit into less shells, and therefore not worth including.

Some dream scenarios:
Lightning Bolt and Chain Lightning are in your graveyard. Cast this for 1RR to deal 6.
Ancestral Recall and Ancestral Vision are in your graveyard. Cast this for 1RR to draw 6.
Time Walk is in your graveyard. Cast this for 2RR to take an extra turn and maybe also cast an instant with cmc 2 or less from your graveyard.
Other scenarios:
Swords to Plowshares and Preordain in your graveyard. Exile a creature and get some card filteration.
Go for the Throat is in your graveyard, but no sorceries. 2RR is kind of expensive for sorcery speed removal, but sometimes you do what you need to.
