I'm suprised no one started a thread for this yet. Here we have a strictly better Dissolve. Being able to fuel the graveyard and simply set up a draw is really appealing. I'm a really big fan of Dissolve, and I think this is a welcome upgrade.
If you're playing Dissolve, this is just an upgrade. I don't think it's enough of an upgrade to play Sinister Sabotage if you're not already playing Dissolve though.
I cubed a bunch with dissallow, scatter to the winds and dissolve.. Thought they were all pretty close to each other, with a slight nod going to dissolve in the end... Ultimately decided I didn't want any of them, but it's close... This is a very slight upgrade from dissolve.
However, I think dissallow is wayyyy more interesting and leads to cool stories. It's close enough in power (chance im wrong, and it's the best of the bunch) that I would run it before any of these 3 mana counters, including this one.
I think @ 720+ I would want ~2-3 cancel + upside counters, and would run this..
I would rank Disallow way higher than you guys. It's one of the few 3cc counterspells I'd even consider, since having access to a Stifle effect is so rare in this format. Behind Forbid and maybeSupreme Will, that would be next in line for me.

I agree. Being able to be a stifle in a pinch is HUGE, and well worth the extra colorless. Gun to my head, I take Supreme Will over it (its two modes being two GREAT blue cards is also well worth 1 colorless, especially when one of those modes lets you use your mana when you left up countermagic and they passed), but disallow's flexibility way better than scry 1 or gravescry 1. Also scatter was utter garbage when we played it. I don't think the 3/3 was literally ever relevant. If I wanted that effect I'd just run draining whelk.
While I do think Surveil is better than Scry in many situations, it’s potentially a little worse in decks that don’t use the graveyard as a resource. To be fair, this is less and less common these days, what with Treasure Cruise and Dig Through Time etc. knocking about.

True. Particularly in Tinker/Natural Order decks where you might need to keep a target floating around in your library. But despite those corner-case interactions, I still think Surveil > Scry by a pretty good margin. Search for Azcanta's trigger has been much better than "Scry 1" each upkeep that I really think Surveil is going to be great. I'm crossing my fingers for multiple playable cards with this keyword.
