I think plot makes this a much stronger Tormenting Voice for several reasons:
- This works incredibly well with Storm - Brain Freeze and can act as a cantrip early on / free storm count
- This makes it much easier to setup Emrakul, the Aeons Torn - Shallow Grave as you plot and with the open mana respond to the trigger
- Cheat decks often play Sneak Attack and Reanimate. I've had cases where I wasn't sure which of the 2 enables I was going to draw and discarded the wrong card. I find with Highway Robbery, it can potentially help you make the decision on later turns if you have this + a fatty.
- Great for spells matters such as Ledger Shredder / Young Pyromancer / Monastery Mentor
I'm not sure if its strong enough to make it into a cube, but I think there are several interactions this offers that other cards do not.

Well for starters this is like the... third strictly Tormenting Voice alongside Thrill of Possibility / Demand Answers? This not having the discard being tied to its cost is particularly nice so you don't get blown out by a Hullbreacher or something.
There's a powered cube in my playgroup that has this and all the storm / Emrakul shenanigans. This is pretty low hanging fruit even within those niches. Certainly cubeable if you want more support for that though.

I remember stumbling upon this card a month or so ago and wondered how I missed it. I'd run it even without the plot as I run Titania, Protector of Argoth and a heavy lands matter theme. The plot ability just makes it that much more versatile as I also have a discard matters theme and having mana open when you discard is important.
