I think the default use case for Titania's Command will be choosing the last two options. 4GG to make two 4/4s and add two +1/+1 counters to the rest of your team seems good.
The other two modes are a bonus. You might choose the lands mode if you have a big Eldrazi in hand (Edit: or Dark Depths plus Thespian’s Stage). You might be forced to choose the graveyard exile/lifegain if you're about to die to an aggro deck (although it's not ideal against fast aggro both because there might not be many cards in the graveyard yet and because the game could be over before you get to 6 mana) or if your opponent has a problematic recursive threat and/or reanimator targets. This is a sorcery, so the targets must still be in their graveyard during your turn, you can't cast Titania's Command in response to the recursion effect, and somecards might still be able to recur for value in response to your Titania's Command.
Overall I think Titania's Command is solid because it has applications in both ramp decks and midrange decks, but it's a little too fairly priced for me to want to include it in my cube.
Any pairing with the land mode is significantly worse than Primeval Titan, and I don't think the "two 4/4's, two +1/+1's to all other allied creatures" mode is comparable to the powerlevel of some of the new additions like Old One Eye that don't rely on having a board and have much greater synergy with other green cards due to actually being a creature.
That said, this looks very playable in a large enough cube, or a cube trying to push lands enough that Field of the Dead is viable. Even if that pairing isn't nearly as strong as with Titan, fetching Field, creating two zombies and buffing them / creating two more 2/2's is a strong effect.
When you choose both token and counter options, don't you create the tokens then put counters on your team?
Wouldn't that mean this is 8/8 worth of value as a baseline?
I’d test it in cubes that support field of the dead and dark depths combo.
Otherwise I think it’s not high enough impact for most cubes (it seems fine tho)
Seems strong if you support Field of the Dead / Dark Depths / etc. Me not running any of those + this not working well with creature synergies / cheaty face stuff as well as other stuff doesn't have me interested in this at all.
