It's an upgrade over Divest that exiles instead of discarding, and as a bonus hits one card in their yard as well (you do not need a target in the yard to cast this). Due to how common recursive creatures are, exile instead of discard is a significant upside, though it's probably not enough of an one. This is the fifth? best 1-mana discard spell after Thoughtseize, Inquisition of Kozilek, Duress and Dread Fugue, and most cubes aren't going to play that many.
Discard mixed with graveyard hate is a strong combination but I think you are right, it's somewhere around the 5th best option.
I played divest for a while and it was alright. I could definitly see trying this out if you need more answers to graveyard decks or fancy a change from the usuall discard suite.

Historically, these decks would play black removal over discard to answer creature decks as the best way to answer creatures is to simply use a Doom Blade variant. However, creature ETBs have become very strong in recent years, decks are opting for discard over removal.
This has been consistent with my game play experience in Standard / Vintage Cube - I'm planning to cut my black 1 CMC aggro creatures in favor of black discard.
