This one seems like a tier 2 blue planeswalker for me. It could be making crazy things with Wheel/Timetwister combo effects. I will test this over Tezzeret, Artifice Master in my 720 unpowered cube, since a think this Teferi is stronger/more fun than 5cc Tezzeret
The tokens are what make this card for me. Untouched, it can produce 3 tokens over 3 turns without additional cantrips or shenanigans, which will be 9/9 worth of vigilant bodies and gaining +3/+3 each turn. Seems like a great average case to me.
Of course, this card loves synergies with incidental card draw, like Jace, Vryn's Prodigy, Remand, Arcane Denial, cantrips, and being The Monarch.
Furthermore, cards like Brainstorm and Cavalier of Gales kick this card up a notch while being easily playable in most blue decks.
The way I see it, Teferi's 0 ability will be used in a similar way to Jace Beleren's +2, meaning only enough to facilitate more tokens, unless you're digging for a game-winning ultimate.
Even with that in mind, the card still seems pretty solid as a defense and possible win condition for blue.
While the value engine for pumping out relatively big tokens is cute, I think that this card starts the value engine a turn or two too late as a 2/2 blocker on turn 4/5 doesn’t strike me as too potent for defense.
If you can draw a card for free when this hits the field (such as with baby jace or looter Il-Kor) the 3/3 blocker you end up with is decent… but just decent.
Even in an ideal situation, where you are somehow able to land Teferi and a Draw-7 in a single turn, you won’t be able to create a token and still ult next turn (in a vacuum, at least), meaning that move would only really be useful to break a board stall… and wiping my opponent’s board the turn after I likely had them draw seven cards doesn’t seem as impactful unless I can win VERY quickly.
This is decent for a 5-cmc planeswalker, it's essentially a 5-cmc version of Mordenkainen. I think it's pretty on par with Tezzeret, Artifice Master. Teferi relies on less synergy than Tezz is nice, but Tezz itself also brings more synergies to the table. Those illusions can get pretty big very fast though. I think this card is quite good, although I don't think I'll test it. 3-4 cmc planeswalkers are extremely powerful these days, so a 5-cmc one has to be at least on the same level as Teferi, Hero of Dominaria to be worth a cut for me.
I have a planeswalker cap at two per colour in my list and right now I'm running Jace and Narset for the wheels combo. This is a nice piece for wheels as well and something different from breacher/narset so I might test it just to see how it plays.
I like it for a value 5 CMC walker, and extra value piece plus win-con for the meme Leovold/Narset wheels decks. But I'm a bit worried about it into opposing fliers. I guess making the creature is the right bet there in most cases. The token is going to get buff quick... I look forward to following it up with Time Spiral.

If you can accelerate into this or play it at parity, the creatures should take over the game real real fast.
even a cheap burn spell to finish off the walker could leave behind a creature that grows out of control.
that being said it’s pretty awful on the back foot and the competition is extremely steep.
A brainstorm or a couple cantrips means this card can get out of control realll fast.
My intuition tells me it’s too bad/fragile in too many scenarios , but I want to test it. Small sleeper %
