I think this is worse than both mana leak and miscalculation, but if you want a 3rd version of this effect this seems totally fine. I think a lot of times on turn 2 this will be a force spike unless you're running a snow package, but force spike is perfectly fine on turn 2 and when force spike is bad (late game) this is likely to be a mana leak, which is ok. I like it more than censor, for instance.
This is a decent counterspell when paired with snow lands. I'm not sure if Snow-Covered Island is two or three words, if it's three, this card is a sidegrade to a mana leak. Your best chance at charging for 4 or more is probably to control one of the very wordy utility lands: Eijanjo, Seat of the Empire, Cave of the Frost Dragon, Hall of Storm Giants, Hive of the Eye Tyrant, Den of the Bugbear, Lair of the Hydra
