I saw this in the accidental WOTC leak, I didn't expect this to be an uncommon though!
Better Jace, Vryn's Prodigy (sans being two color / until it transforms at least). Like JVP, it has both the qualities of a Merfolk Looter and Snapcaster Mage baked in. Also, like JVP, its Snapcaster Mage mode can only be activated at sorcery speed. Draining for 1 whenever you discard an instant or sorcery with its looting ability is a nice bonus. I'm always looking for more discard outlets / spells matters support / Dimir options in general, so I'll at least be testing this. Powered cubes should take extra notice of this since recurring Ancestral Recall / Time Walk is always one of the more degenerate things you can do.
I think his stats are comparable to Enclave Cryptologist, which allows you to essentially pay 4 in the late game to draw extra cards.
Snapcaster's mage's value comes from having the additional body + instant speed. Jace VP doesn't need the additional 2 sacrifice mana investment + once he untaps, the opponent cannot randomly point a removal spell at Jace as the opponent may have ways to dump instants into their graveyard and flip him.
I think if people want this type of effect, they should play Enclave first then this.

but i can understand that as an instant it would be something like a "dimir snapcaster"
as it is, it's a great card and a classical looter but not sure if I can include him with only 3 creatures for each guild section

They are both a very significant part of this cards value, so I don't think people seeking "this effect" can get it with enclave. Flashing back a spell and drawing cards are quite different in function.
I think this card is good, and fills a role that UB wants. Don't know if it cracks top 5, as we got a new other dimir card and the guild is pretty stacked.
Definitely is worse than JVP, but jace is a high valued blue card, so that isn't a death sentence.
I had a few Domaria drafts with this and 90% of the time, this is just a UB Merfolk Looter.
The drain/ 2 mana sacrifice was almost never relevant.
