Notion Thief is a card I have been considering for a while, but don't see many people play in their cubes.
It seems pretty good. I already know card denial cards hit hard, moreover when they have an additional upside, such as this one.
This all being said, Dimir has a lot of good cards (Baleful Strix, Ashiok, Nightmare Weaver, Psychatog, The Scarab God, Tezzeret Agent of Bolas/Schemer, Thief of Sanity, Fallen Shinobi, &c) so I am not sure if this is really needed with Hullbreacher, Narset, Leovold, and possibly Spirit of the Labyrinth in tow.
The issue for me is that it's not always a live card and that really limits it. When it's good it's fantastic and even game winning, but half the time it's a 4 mana 3/1 with flash and half the rest of the time it just stops like one card draw.

I think this is really the issue. The effect is strong, but Dimir is really stacked, and Notion Theif is weaker than other cards with similar effects (hullbreacher, Narset, Leo).

I don't agree with this. I think the effect is significantly stronger than any of the other ones. It's likely worse than Hullbreacher (because it's only one color and 3 mana) ...but shutting off all extra draw and drawing the cards for yourself makes the effect far more busted than what any of the other effects have to offer. Narset and Leo are annoying when they interfere with your sorcery speed draw effects. Notion Thief is backbreaking when it has a meaningful resolution, and because it stops all instant-speed draw too, there's no workaround until it's removed. But giving all the stopped draw to you is just gross, and puts the power of the effect itself leagues ahead of the other hosers.

I don't think any of them are particularly good cards if they're not crushing draw effects, so the one that has the biggest potential to change the outcome of a game when it matters is the one that has played the best for us. Flash is invaluable for having a meaningful impact, so 'Breacher/Thief have played better for us in that role than Narset/Leo.
I've had my eye on this a while. I can never decide if I should be running Tezz, Scarab, or this guy as my #3 Dimir card. I stick with Tezz mostly through inertia.
