I bought this based on Steve-man’s recommendation and replaced Search for Azcanta. Hopefully he is correct.
I think they're both very good. I really like Search for Azcanta myself.

I'm actively maintaining a comprehensive article to help explain to new cube players how some complex vintage level cards work in a cube environment. Vintage Cube Cards Explained
It's been a top tier performer for me, I consider it blue's Pest Infestation. I think it's a shoe-in for the tightest of blue sections, especially since it wears so many hats.
In the 93 drafts that I have logged since the release of NEO, it's currently in the top X most represented blue cards in my 3-0 archive, only surpassed by Shark Typhoon / Hullbreacher / Force of Will and tied with True-Name Nemesis / Treachery.
Following up with this over a year later, I think Occult Epiphany is the best generic good stuff blue card that isn't Ancestral Recall / Time Walk. To me it's the spiritual successor of Fact or Fiction as the new P1P1 value blue spell of choice that I will actively try to splash for if I get it later in the draft. Occult Epiphany literally does everything from being reactive, scaleable, a combat trick, finisher, discard outlet, plays the monarch / initiative game very well, etc.
In the past 270 drafts of my cube since the release of NEO, it's currently in the top 6 of most represented cards in my 3-0 archive and is the most represented blue card by a decent amount (Shark Typhoon with 28).
I'd been hoping for a reprint of this in MH3 to get a foil version. It remains very undervalued and underrated with only a shade over 1% CubeCobra cubes running it. Despite this, it's such a flexible role player that it's become one of my favourite splashes and a decently high pick.
I think they're both very good. I really like Search for Azcanta myself.
