I just recently cut it. It was never what I wanted it to be and what it was always felt disappointing. It really needed the Stifle effect to be on ETB instead of when cycled. I'm trying Warkite Marauder in that spot. It's gotten some decent reviews in the cube community.
I'm really happy with it, alongside Clique, it means that blue's threes are able to punch in for some real damage while still (potentially) messing with your opponents' strategies. I'd keep it in if the cube was as small as 450, probably.
Great feedback. With the addition of Obstructionist I am also going to add recently printed Warkite Marauder in an attempt to increase some blue tempo tools.
Like many other blue cards that don't tend to play super well with blue control strategies, it ends up being in an awkward slot where it's an objectively fine card (3/1 flash with a way to dump it if need be) but generally those kinds of cards need to be very strong if they're in that role (and not a multitasker.) It seems like it'd be seeing a lot more play if it was, say, a white or black card, since those decks generally would want something that hits on those axises (a mainly attacking creature.)
My playgroup loves this card so I run it, but I almost never draft it *shrug*.
Played in decks that are primiarly played on the instant speed axis, or in collected company decks (again, additional value on the instant speed).
It rarely beats down to win, but pressuring planeswalkers who tap their loyalty to a greedy level is a common use for it's body. Stifle is surprisingly relevant as well.
3 mana is a lot for the effect, but.... eh, my group loves it and the effect is extremly unique.. yours might too
Warkite Marauder is very good. It really shines in u/r decks, turning all of you direct damage spells into doomblades, and making blocking very awkward. I found Obstructionist all little too expensive.
