Greater Gargadon has become popular in Modern Dredge. I'm pretty pissed because every time I tried to buy one (when they were cheap) they would be out of stock.
Probably sacrificing Bloodghasts after attacks and before the land drop to get a little extra value out of it and a big monster in a few turns.

As a tentative update for Kaladesh, Scrapheap Scrounger and Thriving Grubs are the only cards I feel confident about recommending as budget staples so far.
However, all of the following cards are $2 or less and look like promising candidates for testing:
Arcane Savant and friends are under $2, in fact you can probably foil them for under $2 (based on a quick conversion from £ in my head). The others may be cube dependent (I don't like the white one) but Arcane Savant is a solid include.
White isn't an include for me unless you have a tribal theme.
Blue is definitely the most definite include in my eyes.
Black is fringe but the best removal available if you get the right colours.
Red seem like it will be a lot of fun, but I haven't had a chance to cast it yet.
Green is in the same boat as red.
I like red, green and blue because it give you something to do with off colour cards you draft.
Since the Power Rankings are underway right now, I'm going to hold off to see where some of the CN2 cards rank there before I add them to this list. If they get voted at least somewhere near the top 20 in their respective categories, I'll be sure to add them. The blue, black, and red draft-matters cards all seem to have a shot IMHO, and we'll be doing a separate category for Conspiracy-type cards as well as Un-cards, so I'll add the top cards in those rankings to this list as well as long as they're less than $2.
As long as they're considered powerful enough by the community and cheap enough they deserve to be included here as well.

Based on comments in the C16 Testing and Includes thread, it looks like there's only one new card worth adding to this list from Commander 2016: Ash Barrens.
However, C16 did bring us some reprints that have brought prices down:
Planechase Anthology, C16, and EMA reprints and holiday sales are bringing down prices for a lot of cube staples, including our first two budget planeswalkers! Welcome to the cheapseats:
I'm also adding the entire cycle of Signets, which I'd hesitated to do earlier, since there's some controversy on this forum over whether or not the Signets are good enough to be run in cubes over the various 5 color and colorless mana rocks, or if only certain Signets are worth running. Cubetutor Average 360 currently includes all the blue signets, which along with their price automatically qualifies them for this list, and I think there are enough cube managers besides me who run the entire cycle that it's worth erring on the side of inclusion here. Four out of the 5 Talismans are also below $2.00, so I'll be adding them to the list as those also seem to be a fairly popular choice of mana rock. Obviously not many cube managers will want to run all of those rocks, but there's no shortage of decent choices to fit any budget.
Thanks for the heads up! I'm going to add Kari Zev immediately to the list, that's pretty clearly one of the best red 2-drops available. I had no idea it was so cheap now, I got mine during prerelease weekend for $4 in trade. Serves me right for being too impatient for prerelease hype to die down!
The rest I'm less sure of as staples right now, I'm going to wait for more testing results on them before adding them to the list. Fingers crossed for prices on Walking Ballista and Copter's prices coming down, after all, Hangarback Walker's on the budget list now.

The full spoiler list for MM2017 has already brought a lot of prices down. So far Boros Reckoner and Falkenrath Aristocrat are the only cube cards that MM2017 reprints bring into the $2 or less TCG Market range.
The following cards are close (under $3 on preorder lists), and I'll be keeping an eye on them:
It's a 3-4 of in Dragon Stompy, a legacy deck which has been gaining popularity which does the classic blood moon/chalice/trinisphere/spirit guide type of lock-out plays, so it's probably a buyout in relation to that.
Shrine of Burning Rage is one of my favorite cube cards precisely because it is so cheap to obtain one, and it's amazingly powerful, close to Sulfuric Vortex i'd say.
Shrine of Burning Rage hasn't been on my radar, it was very swingy when I ran it in my unpowered cube, and it doesn't make the Cubetutor average cubes until 720 (unless you're talking Peasant cubes, where it's akin to Power). However, I've seen it work in RDW decks in the MTGO cube, and as befits a Shrine, it seems to have a cult following. Antknee, Usman, KMayer, and a few other prominent cubers are running it, and at $0.33 TCG Market it certainly does count as budget, so I'll give it the benefit of the doubt and add it to the list.

Shrine is a weird card in that I think some circles highly underrate it, and others highly overrate it. Costing 2+3 is a real concern in some matches, but it can win games you have no business clinching. It makes all my red aggressive decks, and while I wouldn't take it first or second I would see it as a real sign if passed
