I added this mostly for the Dragons effect when I also included Secure the Wastes and Tempt with Vengeance for the Purphoros token engine archetype. Having the Khans option to use it for card advantage is fine, even though it is a bit overcosted. The card is probably a bit worse than Chandra, Pyromaster, but it is not too bad and there just aren't that many cubable cards for the token damage engine.
I've had it in and out of my cube for a while now, and I'm still not sure about it.
Only played it in 1 deck and rarely see it in action... My initial evaluation of it is that's it's a good but not necessary card that has some synergies.
Play it in good stuff card advantage decks (Without counter spells) and recursive creature/token builds.
The one time I played it in a Jund midrange (think constructed midrange deck) and it was awsome. 2 games I drew it, was able to draw 5+ cards off it, taking over the game. Recognize it's too small of a sample to change my opinion, but the small sample was enough of it a reason for my to extend the trial.
