So I see very few people on this forum have even ran this card but recently i've grown kinda interested in trying it out. Is it an acceptable card to play in a non storm, unpowered cube at around 450-540 range or am I just looking too hard at a very narrow card I shouldn't be running?
If you support a super-ramp deck that's going to be trying to hardcast things like Eldrazi and stuff, the card is pretty good. But as a normal ramp enabler, there are less risky options that will ultimately net you a similar result.
I really don't like the symmetry of this effect. Flash helps, but only for one turn. Mirari's Wake has the same converted mana cost and is one-sided. And Mana Reflection costs six, but is also one-sided and boosts the mana production of your creatures and artifacts (and occasionally enchantments and planeswalkers), too. Lastly, Nissa, Worldwaker may not double your mana like those other cards, but she also ramps a lot for five mana without helping your opponent. I run those three cards, plus Gilded Lotus and Thran Dynamo and I prefer all those super ramp cards over Dictate.
This card was absolutely stellar in storm that utilized green. It's good in the ramp decks too. Getting first crack at it and having all your mana untap before you get the mana boost is a really, really strong effect and it's difficult for your opponent to see it coming.
I would definitely play it in lists that support storm at any cube size 360+. In a non-storm cube, it loses a lot of it's utility so it may be better to pass on it. You could test it, but the only decks that really want this effect are decks with X-spells and ramp (of course, that's the same deck a lot of times).
Wildfire decks might want it too, not sure, since we don't like that deck.
This is a card I strong recommend in Vintage Cube primarily because I've found the non-graveyard fatty cheat decks/ Green based storm decks lack the require density of enablers.
I've found that Exploration, Heartbeat of Spring, Fastbond based effects are at best splashes in a Grixis Storm deck and there is almost no reason to go into Sultai/ Temur for Storm.
