I run it as a tempo card because I love the U/X tempo deck. My cube is also a bit of a lower power level than most on here though so I'm not sure if it would fit everywhere.
I tested it for a while, and it was too low-impact for a 3-mana cube card unless it was in a deck that could go ultimate.
These are my thoughts, give them back!
"Low impact" and "not worth 3 mana" are what I'm thinking when I'm trying to decide what goes in my deck. It's barely better than Wind Drake most of the time.
I played it for a relatively long time without Kiki-Jiki a few years back, but to be honest it was not really worth it even then, and we had fewer great creatures then. I just like the card a lot, and with the Kiki-Twin combo in my Cube now, it was an easy re-include. Note that it is still played in Ux tempo decks that don't include a combo win, but justifying a slot in a deck is not the same thing as justifying a slot in the Cube.

Although I do run Kiki and Splinter Twin, since my cube is 630 cards, the combo rarely comes together. However, blue tempo is very popular and both Pestermite and Deceiver Exarch are popular there as well to tap a blocker or a land. Tapping a blocker happens a lot in the Edric style decks. Pestermite is better, and I would run it (perhaps not the Exarch) in a smaller cube.
I recently cut it from my Cube in favour of Frantic Search (edit: to give me more direct support for graveyard archetypes and a playable draw spell in control). It was used mainly in the U/X tempo decks, but as eidolon232 pointed out, it was just OK in those decks since there's a lot of competition at the 3 spot. It's playable, but you will probably cut it unless your Cube is 540 or higher.

Would it be worth running this if Kiki-Jiki didn't exist? Not interested in the combo application, but it's an intriguing card anyway.
