I'm looking to include one or two of the following along with Heliod, Sun-crowned and Archangel of Thune for a lifegain subtheme in White. Which are #1 and #2?
I personally like the one drop soul warden and soul's attendant best of those.
I like Clique better than Barrower but if your group is newer or less experiences players its easier to understand and use the Barrower than the Clique.

I have quite liked force of virtue but I think I agree it is the best cut for it. We've found Robber to be fine, but uninspiring. His attack clause is REALLY hard to make go off and he's mostly just been a 2/2 with Haste (and reach)
About the black fatties, depends what effect you need. Sheoldred is not really a control finisher, but the best reanimation target of the three. Tombstalker is the best to hardcast. Gearhulk is the middle-of-the-road card that's not great anywhere, but serves multiple roles - it works with most cheat effects, from Tinker to Sneak Attack, is a fine card for Recurring Nightmare and decent in control. I play the first two because I find cheat decks hard to support at a large cube size.
Looking at your cube, maybe you can count Bonecrusher Giant as a 2 CMC spell and find room for another three drop? The two cards are too different for me to compare. Feldon is not a three drop in the traditional sense - you do not play him to pad your curve and have early action, you play him as a combo piece.
Parallax Wave > Shatter the Sky
- White already has multiple wraths / Balance / Moat to keep things in check. Parallax Wave is a house of a card that does so many things.
Gearhulk >= Tombstalker > Sheoldred
- Sheoldred is very slow. Gearhulk performed pretty well when I played it for a while. Tombstalker is also fine, but delve cards really bump shoulders with each other.
Feldon > Phoenix if you plan to support any red graveyard shenanigans, otherwise Phoenix > Feldon
Tezz > Ashiok if fully powered and want to go all-in on artifacts, otherwise Ashiok > Tezz
I've went with Mage over Geist for my list, though honestly it's probably personal preference. Arguments could also be made for Spell Queller and even Soulherder depending on preference for this slot.
Looking at your list, are you going up in size or planning on cutting another card in your Azorius section? Verdict coming out for Shatter the Sky?
Yes, Shatter is coming in so I can cut Verdict. I then want to patch something into Azorius that supports the tempo deck. I didn't love Queller, and I forgot about Soulherder. I'm not sure it's as good as Geist or Mage. But there are tons of good options in Azorius now.
Is Underworld Breach worth it in a power cube that doesn't have rituals or storm support? Or would it be better served as something like Lightning Strike number three?
I've never played with Underworld Breach, but I think it'd at least be worth testing in any cube that has Time Walk and Ancestral Recall. I could see it end up being too narrow, where only the player that has already drafted one of those cards wants it, and only if they're already only in Red. But I could also see it being reasonable in mono Red, and a reason to splash Red if you've drafted power. I've certainly drafted Goblin Dark-Dwellers in the MTGO cube for the sole reason that I already had Time Walk on more than one occasion, and Breach seems about equal to Dark-Dwellers.

I don't see anything in your list I'd cut for Eat to Extinction.
Either of the black creatures could be cut for Woe Strider, depending on what you feel your cube needs more.
Warboss would likely be the cut for Phoenix, but how has Robber of the Rich been working for you?

Scry 2 is good. Free counter magic turns key matches. Forbid locking is spenny therefore not worth it in key matches.
