Agree with calibretto. I currently don't run either RG walker, Prodder, or Nissa, but of those, Nissa is the only one that's up for consideration. If you want a walker in RG Sarkhan Vol and Xenagos, the Reveler are your best choices.
I want one of them to give white an answer to Tinker, Natural Order, and Survival of the Fittest. I like Mindcensor more overall, but I've been running Arbiter because competition isn't as tough for White cmc2s as it is for white cmc3s. But Leonin Arbiter also interferes with Land Tax and Stoneforge Mystic, which can discourage the white deck from maindecking it.
Without either of them, I have nine cmc2s white would want to play on-curve and eight cmc3s white would play on-curve. Does a 10/8 split make up for Leonin Arbiter's weaknesses, or should I go 9/9 and run Mindcensor?
Mindcensor is better, but the competition is more stiff. It's easier to get Arbiter into the list, since there's more slots and easier competition at the 2cc slot. I'd probably play Arbiter over Mindcensor for that reason.
8 white 3cc creatures already seems high for a 360 card cube; I wouldn't increase it further.
Cut one: Koth of the Hammer, Sin Prodder, Firebolt (or suggest a different red cut http://www.cubetutor.com/viewcurve/77160). I'm considering Koth because my 4 mana slot is pretty loaded and I don't really wanna cut any of the other 4 drops. Sin Prodder is probably the weakest, but I think it's underrated. Firebolt is just another burn spell and I think it's the weakest one in my cube. Looking to cut something for Sarkhan, the Dragonspeaker.
I'd cut Sin Prodder from that bunch first. I'd cut Hero of Oxid Ridge / Hazoret before I'd consider cutting Koth. Hellrider / Hero of Oxid Ridge / Hazoret / Koth is double overkill at 360.

Trust me that if you want white to have an answer to cheaty effects, Containment priest is where it's at. While it doesn't interact with survival, it shuts off a surprising amount of cards in cube and also has some cool synergies with flickerwisp and parralax wave.
I've been cubing with containment priest since it's printing and I'm no where close to cutting it. If I were ever to cut it, it would be for opressiveness against some strategies, not for it's power level.

My first cut from your red section would be Hero of Oxid Ridge and my second would be Devil's Play. I also don't think you need Glorybringer at 360.

Yep, I'm currently running Leonin Arbiter alongside Containment Priest. I'm very happy with Containment Prist, as well, especially in combination with Parallax Wave. Containment Prist does help a little against SotF, as it stops Recurring Nightmare and Reveillark, though it doesn't prevent Survival from finding Shriekmaw or Banisher Priest from removing Containment Priest, which is why I want one of the anti-search guys for redundancy. My cube is very combo-focused, so I like having white be in hatebears to keep everyone honest. Containment Priest definitely has proven it's spot, despite some awkwardness with Resto Angel, its just Leonin Arbiter that I'm questioning right now.
Is Memory Lapse playable in a 200 card cube? Arcane Denial? Jace? Condescend? Some of those answers might be yes, but unless I'm missing something it's gonna be tough to include everything you want in a 29 card blue section.
It could be argued that none of these cards are better than the 29 in there and only better than the two cards that are part of the package. What are the cuts for these inclusions outside the two open spots? Genuinely curious about people's thoughts here. Forbid is probably cuttable, and at that size I would want TNN over Search for Azcanta as I think the latter is good but not elite-good which is required for a 29 card blue section.
We are not talking about any additional cuts outside of Pestermite in blue. The list of cards offered were just possible options for that ONE slot. There’s no intention to revamp his blue section, let’s be clear.

I'm not talking about that either, just about the quality of the suggested cards vs the rest of the section. He's asking for two* (EDIT: one, scuse me) slots and there were a million suggestions, and because it's interesting I'm wondering what would be the actual best option for that. Are all these cards actually 200-quality, or what would the inclusion be? Miscalculation? Opposition? TNN? Lots of reasons for any of those, and I'm curious to hear what people would choose. The 'why' of including a one card in a 29 card section is as important if not more important than the card itself, as Opposition gives a 29 card section something much different than Tinker would, and both would give something much different than TNN, and etc.
@Salmo:
Gotcha, in that case I would recommend Miscalculation or TNN as just generally strong cards. Opposition and Tinker would be my choices for something that requires more build around.
I'd cut Search, I like the card but I don't think it would make a 29 card blue section for me over Opposition, especially if I'm also throwing TNN in there too. Forbid might be a better cut as I think it's a little overrated, at least in terms of making the tightest lists.
What is the current consensus on abrupt decay? I have never run it. it's suppose to be good right?
My problem I am having is it misses most of the big threats that can straight up kill you, It misses most of the planes walkers in my cube, and only hits half of the enchantments, and can't answer any of the manlands.
Abrupt Decay is essentially a Bolt strapped to a Disenchant: kills a lot of key creatures / artifacts / enchantments, not to mention all flipwalkers and a good amount of 3-cmc walkers. Its value has only gone up as 3-cmc or less cards get stronger.
Abrupt Decay is a good removal spell. It hits a ton of premium targets, and it's cheap, uncounterable and an instant. It's my 3rd favorite card. It's stock goes up in powered cubes in particular, where it can be an out to the numerous early fast artifact mana cards.

If you want something similar (flash, flying) but quite a bit less powerful than the afore mentioned cards, then I would try:
