I've come really down on Ashiok lately, and I think 'tog is overrated, but otherwise agree the top is pretty on-point.
Also don't forget:
Tezzeret, Agent of Bolas - Great for the artifact deck, allows you to generate card advantage and either win with the alpha strike or attack/defend with massive 5/5s.
Tezzeret the Schemer - plays better than it looks, especially since you have the insane ultimate the third turn after you cast it if that's the way you go
Shadowmage Infiltrator - attacks through a lot, draws cards, pretty solid.
Recoil - Definitely a relic, but not a bad one. Particularly brutal when they have no cards in hand or you're bouncing a problem token
Agony Warp - Ultimately not the best as it's subpar removal, but when you can get a 2 for 1 out of it you are getting quite a lot for UB.
Silumgar's Command - The versatility is pretty solid, costing 5 is not but this spell does quite a bit
Duskmantle Seer - Less symmetrical than you'd think, as you are the beatdown deck. Sometimes you draw people into the gas they need, sure, but then other times you are smashing them for 3+ without even actually attacking. This card gets really stupid the bigger the spells players want to cast are.
...and there are certainly others I'm missing. The ultimate point is that dimir is stacked.
lim-dul's vault in 2018! i still think this deserves to be in the discussion for dimir's top 5. my group still really likes it.

double the cost and colors for essentially vampiric tutor
may take a long time to resolve for a newer player or someone who doesn't have an exact target in mind
lots of splashier dimir cards. this doesn't necessarily draw you into the color combo

instant speed
2 mana vamp tutor+ is still a pretty good deal
good in the types of dimir decks that normally get drafted here (finds your counterspell, tinker, upheaval, show and tell, reanimation spell, mind twist)
knowing your next 4 draws after the card you tutored for can help with decisions on when to shuffle or how to play out future turns. not a good effect by itself, but still useful when tacked onto an already useful spell
newer players tend to not draft it because of the wall of text which lessens that con
plenty of other single color bombs in blue and black, so maybe the splashy dimir bombs aren't as necessary. vault is closer to strix in that you'll likely play it if you're already leaning toward those colors

So this thread is for cube - where instead of having a deck, you have a set of cards that you draft, play, then mix back together to draft again the next time.
I think this is the thread you want to peruse if you’re trying to make a modern-legal UB mill deck.

Creeping Tar Pit/Baleful Strix are probably the only two "staples" in the guild.
The Scarab God/Psychatog/Hostage Taker are the more powerful cards in the guild that I'd slot in when you have a generic card slot open.
Tezzeret, Agent of Bolas/Talisman of Dominance/Dimir Signet are powerful once you're supporting the artifact.dec package.
Dragonlord Silumgar/Ashiok, Nightmare Weaver/Shadowmage Infiltrator are all solid options too, but probably not in small/medium-sized cubes anymore.

If this is for cube, Ashiok, Nightmare Weaver and Thief of Sanity are the two most reasonable dimir mill cards.
Maybe Nemesis of Reason or Consuming Aberration, if you’re digging deep.
