I would play this if it were a creature and a 2/1 (and I don't think that's too good to see print, it might have to be a legendary creature tho so you couldn't get a bunch out and abuse them in standard). I wouldn't play it as an enchantment as is.
That's because no one really wants to be a reprint of a card in existence.

I suppose you mean without paying its mana cost, since otherwise its only effect is that it lets you play a wizard in the combat damage step.

The card you gave as an example isn't good enough for cube. It's too swingy. Same reason lackey isn't in many cubes. No one doubts lackey in a goblin deck, but in cube it's not consistent enough.
Other than that, your card is fine for a Wizard themed set, though probably below the curve considering what Wizards are in the game. Arcanis and Rasputin Dreamweaver come to mind. 9-drop turn 2 much?

Not sure if the poster is mixing regular magic with homebrew stuff. Yes i am aware how awesome this creature would be inclusive to regular Magic. It's quite a fun idea to toy around keeping in mind similar powerful cards need to be drawn up.
However if he is then you can't play most of this stuff with magic cards since there isn't enough testing among all the sets. Usually R&D sits down with top players to see if something is too broken to see print.
Considering the amount of feedback required per card a lot can slip under the radar.

Is this card broken?
It's a rehash of several different cards, lower costed, but still maintains the play/bounce ratio, at albeit a much lower ratio than usually seen.
I am fine with rejecting a card, but giving feed back to balance would be much more useful. Rather than going, no broken, next.
Especially since ideas here belong to the forum, it makes more sense to hash out a card then to throw it away.

Well - not broken for cube. But for Legacy it will instantly make High Tide too good. It enables turn two kills with Candelabra and High Tide...

Why would they care?
The Ravnica shocklands are already in every deck, making up most landbases, with fetchlands to get them.
Having a few more isn't going to wreck anything..hell, it would just make decks running Magus of the Moon even better.

that card would not be printed because of its 2cc LD effect. and it DEFINITELY would not be printed at B, where it would be a staple for most or all cubes.

As for a dual land cycle, how about this:
Land - Forest Mountain
When ~ enters the battlefield, each opponent may scry 2.
Land - Swamp Mountain
When ~ enters the battlefield, each opponent may gain 2 life.
Land - Plains Island
When ~ enters the battlefield, each opponent may put a 1/1 red goblin creature token onto the battlefield that has "this creature attacks each turn if able".
Land - Swamp Island
When ~ enters the battlefield, each opponent may put a basic land card from his/her hand onto the battlefield tapped.
Land - Forest Plains
When ~ enters the battlefield, each opponent may return a card from his graveyard to the top of his library.
Basically, a hunted cycle of lands. Each 2 color combination gives your opponents an effect of the enemy of those colors. So for instance, the UB land gives your opponent a green effect. The non-blue lands are purposely the best.

Getting closer and closer to 0 life 2 basic land sources is getting terribly close to reserved list rules, hence why Taiga isn't reprinted.
