As a mostly UW+ deck it would be interesting to see how you adapt your mana base to support said spell or if that would be a desirable effect in the first place.
Aplications against Wx aggro aside I'm seeing little more than a situationally strong SB card. At least that's my initial reaction.

The mana won't be an issue at all. The typical Esper mana base of 27 lands can easily support BB on T3. It's' already been on our minds with Hero's Downfall in the main. 16 is the magic number.
This card will make a big difference vs the aforementioned W/x aggro, as well as any R/x and B/x aggro. Most devotion decks have at least some x/2 creatures , so it will at least trade one-for-one in those MU's.
I think I just dropped Dissipate from my list.
Ironically, I've been playing MBD the last few weeks, and we'll be happy to see this card there, too.
Is it really better than just Supreme Verdict though? I could see it being a 2 of in the sideboard in order to deal with mono blue and aggro since having effectively 6 wraths is potent, but between Verdict, Anger of the Gods, and Infest( or whatever this is) it seems like x/2 aggro won't be too popular.
Drown in Sorrow is going to be a very strong sideboard card IMO.
Excellent hate for Mono Blue, Esper Humans and White/x aggro. I dont think it warrants a maindeck position unless the meta shifts to a more aggro environment.

No, it's not BETTER than Verdict; it supplements it. Against some decks, it's a cheaper Verdict. Remember, some old Solar Flare variants in the Ravnica/Time Spiral era (Esper Control before there was Esper) ran up to six copies of Wrath of God and Damnation.
x/2 creatures are popluar enough now, despite Verdict and Anger of the Gods (which are run in less decks than x/2 creatures, btw). The fact is, red, R/x aggro, and R/x devotion decks match up well against us -- actually, they often kick our butt.
Some people here have had better luck, but I find that even with 10+ 2-cmc removal spells in my 75, I often don't live to see 6 mana for a Sphinx's against fast aggro. Maybe it's my local meta, which is often full of Hasty Red, R/B, B/R, and Jund, but I'm going to be happy to get a 2-or-3-for-one on T3. It might allow me to live long enough to stabilize via Jace into Verdict into Rev.
