From what I understand, the current legal sets are

What happens when Magic 2014 is released in July? On release day does that mean that Magic 2014 is the new core set that replaces Magic 2013 on that day or is it not playable until the first new Block Set starts in the Fall?
Also, when the first new Block set is released in the Fall, will "Return to Ravnica" Block be considered "Block 1" and still be playable for Standard until a second Block set is released? Or does "Return to Ravnica" Block fall off with "Innistrad" Block?
Sets only ever leave Standard once per year: in the fall, on the day the first set of the new block becomes legal. That set enters Standard, and the entirety of the oldest Standard block (this year that will be Innistrad block) rotates out, along with the older core set (Magic 2013).
For the rest of the year, nothing leaves Standard, and new sets are added as they are released.

There's a short period of 'rotation' time where m13 and m14 will be legal at the same time, then m13 will rotate out of use and the first set of the new block will push innistrad block out of use. RTR block will still remain legal when innistrad rotates out, until it too is eventually pushed out by the next block.
So right now it's Innistrad

Return to Ravnica
Gatecrash
Next it will be all of the above plus Dragon's Maze. Then it will be all of the above plus M14. Then finally fall rotation will happen and it will look like

No. As I said, new sets are added to Standard as they are released. There are only two things you need to know to be able to tell what sets will be in Standard at any time:
1) New sets are added to Standard when they are released; there is never a time where a set has come out but is not Standard-legal yet (though there is a week between the prerelease and the release where you may have some of the new cards before they've officially been "released").
2) The oldest block in Standard and the oldest core set in Standard both rotate out when the new fall set is released.
That's it. No loopholes. When 2014 comes out, it's in Standard alongside 2013 until 2013 leaves in the fall.
Core sets tend to keep flamboyant or complex or even gold cards to a minimum, and keywords and abilities rarely go evergreen. You are for instance not likely to see a flashback or undying card or the Helvault in m14. Hellrider on the other hand is now a pretty iconic red creature that showcases a lot about the aggressive and direct damage nature of the color to new players. Not that I think he's likely to be reprinted, just that that is the kind of criteria for reprints in a core set.
