Room for improvement
I used to run Mirror-Sigil Sergeant, but the meta is too removal-heavy, and this deck doesn't run enough blue permanents for him to work. Only in one game did I ever get him to multiply to 4.
Cancel is a good counter, but that's it. It's not great. Maybe the next blocks will have good counters.
Should Scepter of Dominance be maindecked? It slaughters RDW and is okay in other situations.
The only decks that this has had trouble against are BR Blightning and Valakut. Especially after sideboarding, this deck is actually pretty good against Jund. I'll post more detailed results later.
I really liked how it performed. It lost to Nissa Aggro (just didn't have a good answer for eldrazi comming online) and Vampire aggro (couldn't draw land, it was wierd....both games).
I've since changed it to the first list to something that has less creatures and more non creature spells =) I haven't tried out this version yet but I think itll be fun...heres my justification for each card:
Removal:
4 Path to Exile - Removal, this would most likely be side-boarded out for Celestial Purge or something similar. I'm not a huge fan of this card since my land changing strategy becomes a little flawed when they can search for what they want.
3 Day of Judgement - Mass removal
Annoyance:
4 Spreading Seas - Change their lands to islands and lets me draw a card. This has proved very useful against multi colored decks with wide mana base.
4 Convincing Mirage - Same thing as above.
4 Into the Roil - Mini Cryptic Command...heres where I would use this: bounce an annoying creature, bounce to remove counters, bounce eldrazi to wrath
4 Negate - Protect Baneslayer and myself from discard
1 Rite of Replication - Finisher or copy something when in a bind
I really like these two colors. I'm hesitant to try Green or Black in here just b/c I'll have to remove something from blue I really like.
I think some ppl are debating the usefulness of the 8 land changing cards...I like them. If I take them out or reduce to 4 I could go another color...but I feel this slow down really helps me extend the game to more turns and eventually my Finishers. I've had my opponent draw then immediately discard 2-3 turns in a row b/c they dont have mana for the cards they want to play.
Maybe some Planeswalkers belong in here? I'm thinking maybe 2 Elspeth....I'm not 100% sure tho. Jace is OK, I just dont want to have my opponent draw cards ever.

IMO Divination is a better choice for this build over capsule because of the 1 mana difference and it can't be hit with artifact removal.
I don't care for Pitfall Trap, I'd try Angelsong instead. It gives you a free turn against aggro builds and can be cycled versus control players.
Hope that helps.

Creatures:
4 Wall of Denial - double evasion wall
4 Baneslayer Angel - Finisher
3 Sphinx of Jwar Isle - Finisher
Removal:
4 Path to Exile - Removal, this would most likely be side-boarded out for Celestial Purge or something similar. I'm not a huge fan of this card since my land changing strategy becomes a little flawed when they can search for what they want.

Extra Draw:
2 Courier's Capsule - some draw
Land:
4 Sejiri Refuge
4 Glacial Fortress
1 Misty Rainforest - if I dont like what I see from sphinx, it shuffles
1 Marsh Flats - if I dont like what I see from sphinx, it shuffles
8 Island
5 Plains
Sideboard:
I have cards like:
4Divine Offering - if I play an Eldrazi Matchup
3Kraken Hatchling - if I play Boros or some form of fast aggro
4Celestial Purge - for Red/Black matchups
2Pithing Needle - for lots of stuff
1Spinx of Jwar Isle - if I plan vamps, I'll probly put him in for Malakir Bloodwitch protection.
1 Day of Judgement - for playing past creature matchups
