With Baral, Chief of Compliance soon to join the ranks of Standard I thought about whether or not a mono-blue, heavy counter deck could work. This deck runs 14 counter spells, so we should always have an answer or be able to find one with the card draw, filtering, and looting. Being mono colored makes for an easier mana base, so I opted for 25 lands instead of my normal 26 for control builds. Docent of Perfection makes the main board as a win con both from a token making perspective and because he/it gives Baral extra protection/evasion when flipped. The other wincons MB are awakened lands or octopus tokens. In the sideboard there is a tool box array of cards, mostly creatures to fill different roles as needed.

I'd consider Unsubstantiate, simply because sometimes opponents manage to get creatures onto the battlefield and you don't really have a way to remove them. If an opponent manages to drop a Thraben Inspector turn one and then miraculously lands a Smuggler's Copter you're pretty screwed until turn 5. Ceremonious Rejection is a decent choice against Aetherworks Marvel decks since it only costs one mana. Might also be worth considering Torrential Gearhulk mainboard for the free flash cast, and even Rise from the Tides if you're getting heavily into cantrips.
25 lands seems excessive, I have a mono blue standard deck and I find myself land flooded frequently with 24.
Curious Homunculus / Voracious Reader would be good in here. Adds 1 colorless for spells and flips to reduce the cost by 1. Very easy to flip, but being a 1/1 it's fragile until you do. Then it's a 3/4 with Prowess
