4 Bottled Cloisters sound a little weird. Playing one would net you two. You would be giving up playing spells during your opponent's turn for drawing 3 cards on your turn. Rise/Fall is a Sorcery. I was going to suggest Wrecking Ball, but as an Instant it's not really working well with Bottled Cloister.
I've played against that deck before; at first you are a bit shocked at how it works sort of like your first game against narcobridge. But then you realize how completely fragile and lacking of power it is, it's not so hard to beat. Counter-heavy decks and aggro beat it quite easily. Other decks can use any form of grave-hate or disruption like extirpate, sudden death or pull from eternity to beat it. It's a lot worse than the other urb decks around. The remainder of the deck is likely remand, clockwork hydra, triskelavus etc.

Epochrasite's suspend-itself ability is triggered, so I think it can be extirpated, but oly right then. I have a pretty good Mishra deck, it looks something like this. Arcum Dagsson needs to be taken out, maybe I should put it a tutor spell, and Dead//Gone should probably be Damnation. Stuffy Doll could probably be something more useful, too, but this deck is surprisingly powerful.
I played against a kickass Mishra deck a few days ago on MWS. The guy ran a ton of disruption and signets. He basically was just able to hold me off for the first few turns until he had a TON of signets with Mishra on the table, layed down the Epochrisite beats, and finished me with a Demonfire.
Clutch of the Undercity is another 4CC card with transmute, and its cost is probably easier to pay in this deck.

Flores was playing with korlash as a win con. also he played signets. he was using a house guard transmute tool box. the meta at edison, nj regionals had a ton of dragonstorm and gruul/zoo. there was some korlash control. otherwise it was rogue. so i don't know how flores faired after his 4-0 start. (damn!!)
he also had 2-3 persecute on board. so i figured he would do pretty good. it'll be up later so just wait until it comes out.
Clutch makes a good control card. Not quite as versatile with bottled cloister in play.
True, but if you're not intending on casting either of them ever, it's probably better than Dimir House Guard. The Guard does however make an acceptable combo with Epochrasite, primarily against aggro.

Figure you just played mishra, next turn you play Epochrasite. AT this point you have two Epochrasites and a Mishra. next turn you Wildfire. Now you have to wait three turns until your Epochrasites come back into play.

After having been announced, but while still on the stack, Little Girl is vulnerable to Rethink, Fervent Denial, and/or Remove Soul. However, after Little Girl enters play, you'll have to use something like Donate to get rid of it.

However, transfigure doesnt allow you to get other 4cc spells (tendrils, serrated), only creatures. Thats not good.
