I must be crazy because I think this card is main board material in sultai whip, jeskai tokens or some new delve deck with Soulflayer. It's certain sideboard material against burn in any blue deck though.
Khans -- At three mana, looting every turn doesn't seem all that powerful to me. Merfolk Looter at two mana was borderline playable but not that great. Why would I play this, especially in Jeskai, when Jeskai Ascendancy is already a thing?
Dragons -- In Standard, I don't think decks run enough targeted burn/removal spells for this to be any good. Your opponent will have one or two affected spells in their hand, so they'll play the other stuff until they get extra mana and then play their targeted spells.
Could be a role player I guess, but there's so much good stuff at three mana in this format that I don't think it will ever actually make the cut.
This is not a Jeskai card. You play it in Temur, Sultai or blue+white/black. With Jeskai Ascendancy you kind of have to build around it with tokens or the combo. This is just something you can play in any Blue splash something deck and it gets you great card advantage without doing anything. With the ascendancy, you have to cast a non-creature spell but with this the looting just happens automatically every draw step. Only once too but it's something that a lot of decks could use.
I think its best use is a 'chill' effect against the imminent burn decks. With the soulfire grand master and Wild Slash being spoiled, i can only assume that people will play lots of burn, and in a control deck (u/b, esper etc.) you side this in against them, and it acts like a Chill.

Also the loot effect is awesome, cycling some dead cards in hand in order to improve the match..in my opinion is great...i'll run a 2~3 copies of this on my jeskai burn sb
After thinking about it for a while I've realized that this card is probably really good. Draw 2 per turn plus pitch stuff for treasure cruise seems like all you need for a draw engine in your control deck. The added bonus of it occasionally messing with a burn deck is fine I guess too.
