Working on this for a friend who likes the "monsters" archetype, but doesn't have a lot of money to start with. This is intended as a starting point which can be added to later, but can also win a few games at FNM.
Voyaging satyr is probably as close as you'll come to a budget caryatid. Scourge is a bit slow. Budget 3 color I think can be made to sort of work but that cutting a color would simply make it better.
I'll second the opinion that Scourge of Skola Vale is slow. It's effect isn't even that great either. I'd drop those and add 1-2 more lands. Fanatic of Xenagos doesn't seem to powerful either. I do like that you're playing Polis Crusher and Sagu Mauler. Those are probably going to do a lot of work for you, especially if you get Temur Ascendancy out.
I'm working on a list for a Temur deck as well. I could be wrong, but I do like the idea of Flame-Wreathed Phoenix in the deck. It's one of those cards where the opponent typically puts the counters on the card so you don't get a recurring threat. If they do put the counters on, you get to draw a card and have a 5/5 hasty, flying beater. If they don't you have a 3/3 hasty creature that returns to your hand when it dies. Damned if you do and damned if you don't kind of thing.
I think Phytotitan will be strong if control decks ever get big. Recurring threat, recurring card draw, haste with Ascendancy. Might be a good SB card.

I still like Embodiment of Spring better than Voyaging Satyr, since Satyr only ramps, it doesn't color-fix. Satyr is interesting with the "ETB tapped" lands, though.

Half your lands cipt and you have plenty of fix. You're not playing knuckleblade. Importantly, the satyr also sticks on the field for bestow. Boon satyr deserves another.

The problem with Scourge and the idea that he blanks removal is faulted. If they see him as a threat, they will remove him. He just sits there and does nothing and encourages players to not block with him in the hopes that he'll get big.
I actually really like broodmaster myself. I don't know what the correct number is, but he's a great mana sink. Kinda how people are using Genesis Hydra, but instead of a potentially free spell, you get baby hydras. Just be careful against the removal heavy black decks who'll cast Hero's Downfall in response. That would really mess up your day.

Admittedly, the genesis hydra cases are ones with 12 mana dorks plus nykthos ramp, using it to generate card advantage in a deck that lacks it. Broodmaster is more specifically beat and bomb. More than threat quantity. I prefer more mid cost choices but it is at least cheap to obtain.
It seems to me there's more than enough blue to play Kiora's Follower instead of Voyaging Satyr. Pretty much strictly better since it can also give your creatures pseudo vigilance. Also helps negate the downside on Phytotitan if you play it since you can untap it right away when it comes back into play and if you have the ascendancy out, attack with it right away.

Explanations for the more... unusual choices:
Embodiment of Spring is the closest we can get to Sakura-Tribe Elder in standard, and the closest we can get to Sylvan Caryatid on an extreme budget.
Scourge of Skola Vale gives a bit of resiliency, letting us sac in response to a kill spell.
Thoughts or criticisms? Suggestions for additions? Is it just foolish to try to build a budget 3-color deck?
