So, recently a friend of mine has started playing Magic, and jumped right into tournaments. He wants to play UW Control, despite being on a budget. I built him a decent UW Heroic, but he just doesn't like the style. Thing is, I don't even know if this is possible without the Elspeths and Verdicts and whatnot.
Our goal is:
1 - As many cards under $2 as possible.
2 - As many cards as will survive rotation as possible. This explains some of my card choices, as opposed to, say, Aetherling and Azorius Charm.
3 - I'm not expecting it to win GP's or anything, but it would be nice if he was able to at least make top half at FNM.
I don't think you have enough win cons in your deck. Medomai can't attack during extra turns and he's the strongest flier you've got. I would probably swap out the Starfish for some other flying body that can deal damage late in game.
Supreme Verdict isn't as expensive as you think and might be a good inclusive against those particularly aggressive decks out there. But as you say, it wouldn't survive rotation.
The best thing to do would be to simply make an alright deck for now then wait until the fall set (Khans of Tarkir) comes out and then see what the metagame looks like. Making something right now is tricky. Because if you want to survive rotation you have only Theros to go from. Who knows what would happen. Don't invest to much now. I would wait. Wait and see.......
You are, of course, right. It's impossible to build a deck to survive rotation, since we don't know what it will bring. So, a second draft. Still trying to keep the Ravnica stuff below about $10.
