I think 12 one drop creatures is the right amount.
Sky tether has been really good. Functions as a 1 mana removal most of the time. The tempo advantage often is enough to win damage races. Generally I think the deck struggles against faster decks or decks that have large fliers and this fixes that.
With Empyrean Eagle being kind enough to carry the Spirit subtype (that was a pleasant surprise), 20 out of 28 creatures share a tribe, and they all fly, so the anthem effects are pretty generous. I might be too heavily skewed towards blue in the mana base, as I had a few test games where I was missing white for several turns, or missing a second white to make multiple plays in a turn. On the other hand, the breakdown of devotion IS heavily biased towards blue, so it may have just been bad luck. I haven't played enough games for a statistically significant conclusion to be drawn.
Might need one or two more pieces of protection, i.e. Gods Willing or Dive Down. I'll keep testing, the deck IS fun.
I really like the Spirits version. I suggest probably playing 4 Remorseful Clerics, because at the end of the day, a 2/1 flyer is good and fills up that 2 drop spot. and 4 Unsummons. I wouldn't bother with Icon of Ancestry and just add more threats. Especially when your version has other creature types like Angels. Rally of Wings would work as well.
You can also have 2 Sephara's for fun and it does stop a lot of sweepers.

Fair points. I've been testing some on Cockatrice and it might be coincidence, but I've run into a lot of Shifting Ceratops, which is another point in favor of additional white bodies. I also found myself missing land drops on occasion, and missing white mana in particular a startling percentage of the time. Made the following changes, looking good so far:
Looking at the deck and theory crafting a bit, I wouldn't even bother with Shalai or Sephara anymore. Shalai is pointless because you don't care too much about spot removal. There's plenty of 1 drops and Stormtamer protects your lords. I'll play Dovin's Veto in the side over negate, and drop the lands to 22. I am unsure about Favorable Winds since it's a huge do nothing card when you don't have guys out, and 8 lords is more than enough. Perhaps only 2 favorable winds would be fine.
