Seems like a cool idea. I would go nissa, steward of elements instead of jace. For your two drop, maybe untamed kavu. You definitely dont want to get blown out by settle the wreckage, so you'll definitely need some counter spells for that. Are you thinking more aggressive gameplan, or more long game?

Turn one llanowar elves
Turn two wayward swordtooth then adventurous impulse for land or tatyova
Turn three play tatyova then any lands you get, draw cards, play time stream if able
Once you have druidic vow, use all mana to cast, all lands played by it trigger tatyova, draw more cards, hopefully into another druidic vow or sylvan awakening. Trigger time stream, extra turn. If you have jace play him, play another druidic vow if you can, save three mana for sylvan awakening. Play it, untap all lands with jace. Now wipe them out. Tishana works as a possible draw from druidic vow, also multani. Thran gateway is good for getting anything out early if you don't have tatyova, like jace, or tishana to get the early card draws.
This deck strat uses only ixalan, rivals of ixalan, and dominaria.
Still tinkering with card counts, thinking about using far too many lands, since getting mana flooded sort of works in this decks favor

commune with dinosaurs is basically a quick way to find a swordtooth or second land, since you look at the top 5 instead of three like adventurous impulse
What is the plan against aggro decks ? You aren't going to outrace them.
Also how do you handle control which can just let you resolve the setup cards and counter your payoffs (as you can't really pressure them) ?
To be honest, not sure yet, this is the base,might remove tishana, drop a sylvan awakening, add in rivers rebuke, sideboard some unwinds and syncopates.
