Sleeving up this cool mono blue control list for the next FNM. Excited to see how mono blue control does against the current meta. The deck packs ton's of counters and card drawing, along with some of the best blue threats in standard. I also added the "desert" package to the mana base since this is only a 1 color deck. I can work the hostile desert and dunes of the dead to get some extra blockers when I miss countering a creature.
I'd highly recommend that you play some permanent bouncing cards because it looks like you might have a lot of trouble with things that get past counter spells.
If you play kefnet the mindful and can fit 3 of them in the deck you can still play golden guardian as a blocker and an alternate win condition, he can fight with kefnet, flip into the land and then you can make 4/4 tokens every turn.
That's the win condition I am using for my U/B tempo deck and it works.

expel from orazca, perilous voyage, winds of rebuke, river's rebuke(a little expensive) all come to mind.
OR, you could play some more defensive creatures to protect yourself early game like thriving turtle, or any 2-drop creature with 3 or more toughness.
Blue is a very difficult color to deal with resolved permanents. I also plan to add cards like confiscation coup and vizier of many faces to help.
I'd really like to avoid "bounce" spells, that essentially net me a -1 card advantage.
Countervailing Winds might be worth considering over Admiral's Order to have the option of cycling it.
Also 4x Supreme Will makes sense here as well for the card selection.
Cutting Baral for more card draw (Hieroglyphic Illumination) makes sense too.
I really like admiral's order as a response to settle the wreckage. The deck is light on win conditions, so I can't afford to let a settle resolve.
I think my sideboard plan would include removing Baral unless I was playing against an aggro deck that needs the body for a blocker.
That's the win condition I am using for my U/B tempo deck and it works.
