This is about 1 turn too fast and the linearity of the burn kill and tallness in pure stats of the white creatures is above the line, yes. Overall though it is good and both addition and subtraction that is upcoming with more playtester time that actually includes the Dominaria cards should make it better. See Play Design timeline.

RDW stands for Red Deck Wins, which is a specific type of red aggro deck that has existed in some form or another in Magic for a long time. I'm assuming the other two are supposed to be White and Blue? Deck Wins, respectively. I'm assuming B stands for Blue because I haven't seen a monoblack aggro deck do anything in Standard for a while, but if it is supposed to be blue, it's confusing because B stands for Black in Magic, while U represents Blue. Now, aside from that those two decks would be more appropriately called monowhite aggro and monoblue tempo, RDW, as I said is a specific deck archetype.
to be honest, I don't feel that standard is too fast right now. I feel it's pretty healthy, with a mix of aggro, tempo, midrange and control. I've been on Esper control and I feel that I've rarely had a problem with being blown out by fast starts
There are definitely some cards that when resolved onto even marginal board states, can make the game seem decided already. They also come down turns 3-5.
But I have also gotten out of plenty of boards where ti seemed like I was doomed on turn 3 or 4.

The current iteration of RDW is not even that fast, historically speaking. The creatures that are fast are not so pushed and the creatures that are pushed are not fast. There's a lot of burn and red card draw but these add up to a deck that never finishes by turn 4 but has enough gas to keep going after that. And mono-u is not even a fast deck, it has no aggressive 1-2 drops and a single playset of offensive 3 drop in Tempest Djinn.
Mono white is the only offender in that list. Now look at the slower decks. You have many varieties of control decks that don't even bother to play finishers, one ramp deck that goes for infinite turns, a midrange deck that plays combos and draw X effects. Many "too slow" offenders here.
All in all I think Standard is really healthy speed right now. If I would complain about anything, it would be control decks using PWs ult as finishers going unpunished by all colors except red.
