It is probably better in a dredge version with Stinkweed Imp maindeck. Tortured Existence decks will love that one for sure, since you can get 4 creatures for 3B if the 3 others are in the graveyard.
Back to my own deck, this is 4 mana and it certainly doesn't beat Viscera Dragger or Gary. It doesn't pair well with Gurmag Angler either. I don't think it fits in my current version of the deck, it would need to be a completely different deck. A dredge deck with playsets of delve spells probably. This is still exciting for pauper, but not for my tribal zombie deck, despite this being a zombie.
My own rules when building a Commander deck:
1) Underrated general that I can build around but the deck must work without him/her too.
2) Every card must be legal in both banlists.
3) No infinite combo that could win (and ruin) instantly a multiplayer game.
4) Synergy at all costs; stay on theme, avoid goodstuff.
Yeah I don't see aggro Zombies being able to use Undead Servant very well. The first one is a 4 mana 3/2 which is awful. The second one is pretty good, but without deck manipulation/self-mill getting to it might not be reliable. It looks much more suited to a TE strategy.

When I saw the thumbnail of the card, I was so excited. Just read the first 2 lines, and stop there: a 3/2 that puts a 2/2 token for 4. That's perfect, I probably want to play 2 of these, the higher count of zombies help with Gempalm Polluter. Then I proceeded to read the rest of the card and... well, I'm here, saying this goes well with a TE dredge deck. Sad.
I guess I can't have everything, I got Angler in the last block and that thing is even played in Modern. This pauper deck is still in the 2nd tier, but I still enjoy playing it, and I enjoy beating Cloud of Faeries too. I can beat G/W Aura, infect and mono-red burn (if I manage to draw Sylvok Lifestaff quick enough). But I still can't do much against Tron when they gey that big green thing and win 5-10 lifes every turn, and Affinity is a though matchup too. Kiln Fiend post-sideboard is ok, first game is hard if they draw Cyclops (4 toughness).

Well I just won a game against affinity thanks to my single Gurmag Angler. This thing is good. I will play a second one and go down 1 Rotting Rats. The thing is just too damn good. 2 in my opening hand is probably a mulligan, but still. When it's well timed, it's more than great, it helps setting up Ghoulraiser, and exiling a couple of Rotting Rats or Viscera Dragger is usually fine, although it's good to have a cycling card to get back once I draw Ghoulcaller's Chant.
I want to see it more often in my hand, I think 2 should be good, it's as much as Gary and Polluter, which I usually draw sooner or later. I only need to draw 1, my recursion does the rest of the job, but if it's the last card of the deck, I won't draw it. Playing 2 will help.

I really think splashing green for lead the stampede is the way to go once iconic masters comes out, and Frstering mummy and Gary should both be good against elves, especially if you can cast Gary before turn 5 off of a lanowar dead. I've been playtesting this list:
