Anything that was released in a set on MTGO as a common is legal. Both cards you mentioned are legal. Soul Barrier and Mogg Fanatic, even though they were printed as uncommons too, are legal in pauper.

Last time I tried to use it, Unstable Mutation was not legal.
Well, it's not on the banlist, so it's legal. Try it again.

These were included in MTGO both through regular sets (as commons) AND masters editions, (as uncommons) so are pauper legal for paper & online. I assume they were upshifted for limited purposes:
It wasn't printed as a common on MTGO so it isn't legal online.
However for the OP, if you are playing paper Pauper you don't necessarily have to heed the online banlist and legalities.
Which is what I stated earlier. But I have no idea how to find out what cards are legal online. Everything after Invasion block, and cards released in Master's Editions?

Uh, I thought Fifth Edition was included in MTGO, being printed after Mirage, which was the cut-off. (released October 7, 1996) Is Fifth Edition (released March 24, 1997) an exception to this, or am I completely off-base?

If the cutoff was October 2, 2000 for all non-retroactively-released sets, is Beatdown (released December 2000) or Deckmasters (released December 2001) available online? I'm pretty sure Fireball/Kird Ape would only be pauper-legal online through Beatdown, if they are. Likewise, Guerrilla Tactics would only be pauper-legal online through Deckmasters.

...but the cards from Coldsnap Theme Decks are available? I recall someone mentioning that Gorilla Shaman was pauper-legal on MTGO. I know the special-set Duel Decks are available as evidenced by Serrated Arrows being pauper-legal. Just not sure where the line is drawn for these non-standard sets yet, I guess.

That's interesting that they are not consistent. We can only assume that future products of this nature would change rarities as well.
