Something or things need to be banned out of Blue. It is too prevalent, too pervasive, too persistent, and most importantly, too consistent. At this rate it will (if not already) become a degenerate format with no deck being without U in its composition.
Turn 2 Gurmag Angler out of UB, sure.
3 "free" spells in Daze, Gush and now Foil, sure.
Filtering your deck to find answers on the cheap and consistently on the end step, sure.
More cheap counterspells than you can even fit into your deck sure.
Cheap U Creatures that let you filter or draw, sure.
Lists of the top 50 played cards in the format bear this out as well.
Its just too much.
I can't blame people for playing these spells, they are what they are, the best of the format. But if a better balance is to be achieved something needs to be cut or conversely things out of other colors need unbans.

I don't think free spells and counters are the problem, it is pushed threats. Delver decks play 1 mana 5/5s on turn 2, 3/2 flyers turn 1, creatures that counter spells and draw cards and close out games.
Take Nimble Mongoose, which as a 3/2 with shroud for 1 mana is underpowered in the pauper format, along with mongrel and werebear and arrogant worm. If threats weren't so pushed and easily splashable blue would be a control deck and not tempo.win
It is a multifaceted problem if you ask me. Yes, pushed threats are a big part of it. I believe without proper answers and more powerful common spells at the other colors that a temporary ban of a few key blue spells (counter and draw/filter) and cheap creatures like Delver, Angler and Augur of Bolas may be needed until the other underpowered colors can "catch up".
The format is turning into a Blue with splash X format. Look at all the top lists. Something needs to be done. A simple unban of Invigorate isn't enough. We need downshifts or more playable cards at common in aggro, tempo and non blue control.
Blue needs to be reigned in. Similar (not the same) as it is in Modern, but not to that total degree.

While I agree with the sentiment and do feel like the format is too focused on blue right now, I'm not sure as to what should be banned. If I had to pick, I'd pick Augur of Bolas and Gush, maybe Brainstorm.
Augur of Bolas costs one less than Sea Gate Oracle and digs one card deeper. I personally feel like banning Augur would be a way to allow zoo, stompy and other low to the ground aggro decks a little more breathing room. Augur is an extremely efficient early game blocker that also happens to replace itself.
Gush... casting spells for 'free' is pretty much always broken. I haven't played against a deck that runs it side by side with Foil yet, but I dread the day that it will. This is the card that allows decks to have late game gas, and find answers in a pinch. It also gives Tireless Tribe some of its most degenerate early finishes.
I'm not sure whether Delver of Secrets is too much of a problem. It's a card that has quite a number of answers, many of them at 1 mana (Disfigure, Lightning Bolt, Dead Weight, et cetera). It's one of the most efficient beaters in the format, but I'm not sure whether it warps the format.
Ponder/Preordain. This powers both combo and control decks. And I've seen many outside the box examples of the former that are made possible, or at least consistent, by these two one mana spells. Banning them would hit combo much harder than control. Besides, I think control players would just shift to Sleight of Hand and Serum Visions. They seem like adequate replacements for the two Ps in those decks, whereas they dont go deep enough to support combo decks.
I'm also not sure whether printing more answers would be the answer. After all, an answer to Delver of Secrets will either be too narrow to really be playable or so broad that it will also catch a bunch of other creatures in the crossfire.
I'm not sure any ban is needed yet. If there were a ban, I'd be in favor of banning Augur of Bolas or Delver of Secrets first.
Augur of Bolas: It was originally an uncommon. It's just better than it should be, and pushes aggro as well as many 2/1s out of relevance.
Delver of Secrets: It's not even that oppressive, but I could see a "violating the color pie" argument in that Blue just shouldn't have the best beater in the format. It dilutes the unique strengths and weaknesses of the colors, which IMHO is one of Magic's greatest parts.
I'm not in favor of banning Gush, since it hits non-Delver archetypes more than Delver itself. also, just like Force of Will and Brainstorm in Legacy, Gush feels like one of those cards that's key to Pauper's identity and provides some of the fun and flavor of the format.
Banning cantrips is a slippery slope, in that banning one doesn't have a significant impact, since people will just use the 2nd strongest instead.
I'm also not sure whether printing more answers would be the answer. After all, an answer to Delver of Secrets will either be too narrow to really be playable or so broad that it will also catch a bunch of other creatures in the crossfire.

Being able to keep nominal one land hands with a Preordain, Ponder or Brainstorm in hand is just too good. The card filtering is just out of control in my mind.
It will never happen but if those last 3 got banned at the same time I'd jump for joy. Sleight and SV aren't even close. Again it won't ever happen, at best I could hope for one of those 3.

I haven't played Pauper for about a year. Got totally over playing against UB all of the time. Its just hard to see the value in the other colours compared to legacy playable cantrips, original counterspell etc. And what was really off putting for me was that some of the good pauper cards were incredibly expensive - nobody should be paying 20 tix for a common, no matter what it is.

What the cantrips and filtering do is allow blue to basically become another color. It makes it far to easy to splash anything you want. Again I can't blame anyone for playing it. Its the creme de la creme. Without extreme synergistic threats or multiple suboptimal draw/filter from artifacts a mage of other color pairings can't really keep up.
And by mid to late game if you aren't about to close, you might as well scoop because your threat/answer may be 10 cards down but the blue spells will chain into one after the other until the answer is found. Again, that is good design, but WotC need to throw the other colors a few more bones.
At this point, a ban of Augur would be some relief for Aggro at least. That card is ridiculously efficient and fixes a lot of things for blue mages.

It reminds me of the time when everyone was playing Blue for Treasure Cruise.
This time, though, a card like Foil doesn't necessarily take 100% of the blame for the big shift in the meta. It's only a drop in the bucket that's seemingly overflowing at this point. Does Blue have too many goodies?
A part of this is new card smell. UMA has only been out for like a week, so people are trying out cool new brews and additions to archetypes. There are more people playing online now than before. Creativity and popularity are good things for our favourite format.
Cantrips are enablers, but I don't think they are negative enablers. They make blue a great start for anyone looking to strengthen a combo or set of cards that would otherwise be kinda janky.
I think people will start to metagame and representation will change. When Treasure Cruise was banned, we entered an era of fast aggro decks where Stompy was king. Mono-Green and Boros Midrange are still good archetypes to play against these blue based decks. Be faster or go bigger is the name of the game. That's not to say you can win all the time. Delver decks have unbeatable draws.
Blue should be countering spells, filtering draws, enabling combos and tempo-ing people to death. That's what it does everywhere. But there's one card that kind of breaks what Blue does, and that is Delver of Secrets. I love the card and it's kind of the flagship creature of Pauper, but maybe it's time to let go. It's hard to imagine the format without it, but I think Blue would be a much fairer colour without a 3/2 beater on turn 1.
It is, but when WotC doesn't downgrade the kind of gas needed or won't print anything other than draft chaff in the common slot in Standard, it can be hard to be faster OR bigger. Unless you play blue.
Delver isn't the problem, finding a mid to late game lock EVERY game (and I mean EVERY game) through serial draw/filter/cantrip when you get to turn 6 or so is the problem in my book.

I don't think Gush should be banned, but I made claims that it would be in an article on PureMTGO almost two weeks ago. It's good, really good, and with more eyes on Pauper due to it only posting results from Competitive Leagues now; but there's surely ways to combat it in the sheer number of cards available.
Yes, and it has been since the inception. Crop Rotation and Tron, Battle Screech and Palace Sentinels, Slivers (all of the good ones). Delver is good, and may actually be the premier threat alongside Gurmag Angler, but Brainstorm is much worse in Pauper than in Legacy or Vintage (where both it and Gush are Restricted).

Delver is once more 25% of the format, despite multiple bans over the years. It is time to admit that either all free spells need to be banned permanently, or mr. Bug does.
Something has to be done this next ban go around. I'm not sure what would be best but blue needs to be reigned in a bit. Maybe its just a start with the ban of Delver or Augur or one of the "free" spells.

These are just the ones I remember. There were others less used but played as well. Again I can't blame players for playing them. They are the best of the format. But there almost is no randomness in these decks. They will get to play their cards and it is inevitable past turn 4 or so. I just find it disheartening. I like a bit more unpredictability I suppose.
Better stuff in the other colors are needed for sure. But until that happens, there needs to be a ban of a couple key blue cards on Jan. 21st in my opinion.
I think my head would explode if they would print a 1 cmc RMagma Jet at common for the Scry2 effect. Of course Izzet Delver/Control would just use it to further their decks.

Brainstorm is the one I'm least certain about of the three. Not degenerate on its own, but paired with Evolving Wilds/Terramorphic Expanse/Ash Barrens this becomes a much more reliable way of smoothing out rough draws.

These are just the ones I remember. There were others less used but played as well. Again I can't blame players for playing them. They are the best of the format. But there almost is no randomness in these decks. They will get to play their cards and it is inevitable past turn 4 or so. I just find it disheartening. I like a bit more unpredictability I suppose.
Better stuff in the other colors are needed for sure. But until that happens, there needs to be a ban of a couple key blue cards on Jan. 21st in my opinion.
I think my head would explode if they would print a 1 cmc R Magma Jet at common for the Scry2 effect. Of course Izzet Delver/Control would just use it to further their decks.
