I've looked at pauper for a while, as it seems like a really fun, cheap format. However, I don't really know where to begin as far as what deck to build, as I'm not sure what decks are good. Could someone give me a snapshot of the current meta? Thanks.
Bottom line: Mono-U Delver, Mono-B Control, UR Delver Fiend, Mono-G Stompy or Elf, Affinity, *Kitty tend to be the top decks, so join 'em or plan to beat 'em.
Can confirm U Delver, I play it at my local shop's once-a-month Pauper FNM and it's so good I feel guilty playing it.

Like both Upkeep and PenguinPete's linked analysis say, the decks to beat right now are MBC, Mono-U Delver, Eye Candy (UR Fiend, Izzet Blitz, WeeFiends, etc), Stompy and Affinity, with Kuldotha Red and White Weenie being the biggest rogue decks. You should prepare for all the first four and devote SB options to each and every one of them (unless your deck naturally wins against one of them) before considering preparing against other decks. The other two are less seen but are also a force to be reckoned.

I run Turbo-Fog all the time and it certainly has it's perks if you catch people off guard, though I am still partial to my White Weenie deck.
All of the decks in my signature below will cost you anywhere from $5-$25 dollars on average so you can really pick and choose several decks. You don't need to see whats the best because you can just buy most and test.

Turbo Fog is extremely fun, but only for the person playing it! It is not a very popular choice because it has such a bad matchup versus the best deck in the format: Delver. Against anything else, it has a fighting chance. The main reason to play Turbo Fog is that it just completely locks out heavy creature decks. It does best in a metagame that isn't prepared for it (most aren't).
These statistics show only results from a few weeks ago. Going back a bit further, you would find some winning lists. I 3-1ed a Daily in February myself. The deck has potential, but is by no means top-tier
