So DementedKirby and I have been working on a new online only format based on standalone sets and unique promos. We still have to iron out kinks but the general idea is that these sets and promo cards have never been legal outside of Vintage/Legacy (or legal for constructed at all) and that it would be interesting to see what this card pool was capable of without all the block sets and core sets. So far it's led to a really interesting format. In order for a set to qualify as a "standalone" for the purpose of this format it has to either have introduced original cards that did not appear in standard/extended although we also decided to include the first Planechase set and Archenemy despite them being reprint only. We felt that it didn't make a whole lot of sense to include Planechase 2012 but not the first Planechase or Archenemy. We also decided that adding all of the wizards supplements like Duel Decks and Battle Royale would over complicate things without adding much to the format. We've also decided to legalize a number of Unglued/Unhinged cards and are hoping we can get someone with some judging experience on board to help with rulings and errata when needed. The format has both a banned and restricted list. The only banned cards are either silver bordered cards that don't work conventionally enough for us to include them (mostly cards that require physical actions or depend on random factors like flavor text and artist). Currently the cardpool consists of the following sets: Arabian Nights, Antiquities, Legends, The Dark, Fallen Empires, Astral (from the microprose computer game),Homelands, Portal, Portal: Second Age, Portal: Three Kingdoms, Starter 1999, Starter 2000, Commander, Planechase, Archenemy, Planechase 2012, and Commander 2013.
The following promo cards are legal as well: Mana Crypt, Sewers of Estark, Arena, Giant Badger, Nalathini Dragon, Gleemox (MTGO promo), Gifts Given, Naughty/Nice, Fruitcake Elemental, 1996 World Champion, Shichifukujin Dragon, and the Japanese Dreamcast cards. Some of these are not available on most Cards.xml files so we're working on a supplement to add those to the cockatrice database.
The following cards are being considered for restriction (most of them won't be restricted to start with. We're trying to decide on what the best decisions would be any input would be great.):
Blacker Lotus
Brainstorm
Dark Ritual
Gleemox
Gleemax
Enter the Dungeon
Library of Alexandria
Imperial Seal
Mana Crypt
Mana Drain
Mise
Mishra's Workshop
Shahrazad
Shardless Agent
Skullclamp

Johnny Combo Player
Lodestone Golem
Power Artifact
Merchant Scroll
Mine Mine Mine!
Natural Order

Once More With Feeling

Strategy, Schmategy
Windfall
Since we're still not decided on which Un-cards to include I won't include the entire list but as you can see above there are several we're decided on. Here's a partial list of cards we're legalizing that aren't currently up for restriction:
Jack-in-the-Mox
Double Play
Double Dip
Double Cross
Double Deal
Goblin Bookie
Timmy, Power Gamer
Goblin Tutor
World Bottling Kit
Greater Morphling

Would you play this format? Why or why not? Any feedback is appreciated! I will add a few sample decklists later.
Andregal, you forgot Robot Chicken to the available promo list.
In the spirit of this format, I will be adding this sample deck I've brewed up that's been very brutal lately (one of the 7 I'm currently tinkering with).
This deck does so much it's mind-boggling. First off, it's a UB midrange that hits hard. There's so much synergy here it's amazing. First I'll talk about how the cards that wouldn't be legal anywhere else play a role in the deck:
Gleemox is a mana rock that drops for 0 and taps to give one mana of any color. Broken? Yes. That's why it's restricted (and banned in MTGO).
Jack-in-the-Mox is a little risky, but worth the effort. Hey, it is a mana rock for 0.
Blacker Lotus is Black Lotus on steroids. Sure, it's permanently removed from the game (no exile zone for this card, folks), but it gives you 4 mana of any one color to your mana pool.
Robot Chicken. Ah, Robot Chicken. Never have I made a card get so broken. Robot Chicken basically produces a bomb every time you cast a spell. Just played an Ornithopter? Here's an Egg token. Just countered a spell with Counterspell and Mana Drain? Here's another Egg token. Most of your deck is low cost spells while playing Master Transmuter in order to keep bouncing back 0 cost artifacts in order to keep producing Egg token? You betcha! Skullclamp and Cranial Plating is just icing on the cake. Equip a 0/1 Egg token with Skullclamp to not only draw 2, but to destroy a target artifact or creature. Have a baker's dozen of Eggs in play? With every other artifact in play that's how much you're gonna pump True-Name Nemesis with Cranial Plating.
That's just one of the many broken decks I've been able to design thanks to this format. As for a glimpse of all the other decks I've made, let's just say one of them includes Fruitcake Elemental and Loxodon Warhammer.
@ Andregal:
You should put the card links for the cards you're naming. Or at least put the list between the [cards][(slash)cards] tags.

Well, the format has finally been decided (for the moment). Meaning we have a card pool (a total of 4,291 (without counting basic lands) cards) of which sets are legal - including a banned list and restricted list (these lists will be updated when testing can finally occur - though some choices are obvious, lol). Basically, the premise is that each standalone product (excluding reprint series like Chronicles, Modern Masters, etc. and also excluding the core sets) will be legal for the format. Origins will also be legal when released. However, this produced the problem of having a stagnant card pool that would only see a few additions only twice a year. In order to fix that, preconstructed deck products have also been included in the pool (Duel Decks, Garfield vs. Finkel, Premium Decks, Modern Decks, Beatdown, Battle Royal, etc.) in order to at least allow the format some breathing room and get at least 5 additions per year - 6 if we're lucky. Also, certain viable and not ridiculous (well, too ridiculous) silver-bordered cards from Unglued, Unhinged, and Happy Holidays Promos will be included. That list will also be provided. Additionally, certain promos only available to be usable through online methods (Cockatrice) will also be legal. Thus, this format is online only. The format is online only also because of the fact that the original cards designed for the Microprose and DreamCast games will also be legal (those imaged shown at the end of the post). So, without any further ado, here's the list of legal sets for the Standalone format:
Arabian Nights / Antiquities / Legends / The Dark / Fallen Empires / Homelands
Magic: Origins
Masterpiece Series
Duel Decks / Battle Royale / Beatdown / Deckmasters: Garfield vs. Finkel / Modern Event Deck Series / Premium Deck Series / Coldsnap Theme Decks***
Portal / Portal: Second Age / Portal: Three Kingdoms
Starter 1999 / Starter 2000
Unglued* / Unhinged* / Happy Holidays*
Astral* / Sega Dreamcast*

For a more detailed vision of the current card pool, going to this link will allow you to not only see which cards are legal in the format, but any analysis you may want of said format. It took me a while to compile and I tried to justify every card's inclusion in the pool. This website hasn't updated the images for the Modern Event Deck, but the cards are there. The same goes for the over-sized cards from Commander's Arsenal. But thy're all there. The Unique Promos are also there. The selected silver-bordered cards as well. The only cards you won't find there is Gleemox and the original cards from the Astral and DreamCast sets. Those you can find after this paragraph. As to making the randomness viable, various types of dice are used. They are stipulated in the cards. This is not something I created; I thoroughly investigated which values the cards used as a random number. I just mathematically determined which die to roll and what to add or subtract to that outcome to obtain a faithful representation to what the card does. So I basically made these cards viable to play with outside of the computer game that does all the work for you. Here, all you need is to roll dice. So, on to the cards:
And here's Necropolis of Azar's token:
As you could tell, I also took advantage to reword the cards' mechanics in a way that could actually be viable. If you're curious to what fast effects Whimsy and Faerie Dragon have, here's what appears in Cockatrice in the text box (yes, this is what they actually do - I thoroughly investigated it and those are the effects banks for each card; I merely made it feasible with a d20 roll):
-Faerie Dragon-
Flying
{1}{G}{G}: Roll a 20-sided die. Faerie Dragon has one of the following effects.
1 - A creature chosen at random gains trample and gets +X/+0 until end of turn, where X is its power. At the beginning of the next end step, destroy that creature if it attacked this turn.
2 - You may tap or untap an artifact, creature, or land chosen at random.
3 - If a creature chosen at random has toughness 5 or greater, it gets +4/-4 until end of turn. Otherwise, it gets +4/-X until end of turn, where X is its toughness minus 1.
4 - A spell or permanent chosen at random becomes green. (Mana symbols on that permanent remain unchanged.)
5 - A spell or permanent chosen at random becomes white. (Mana symbols on that permanent remain unchanged.)
6 - A spell or permanent chosen at random becomes red. (Mana symbols on that permanent remain unchanged.)
7 - Faerie Dragon deals 3 damage to a creature or player chosen at random.
8 - A creature chosen at random gains flying until end of turn.
9 - A creature chosen at random gets +3/+3 until end of turn.
10 - A creature chosen at random gains banding until end of turn. (Any creatures with banding, and up to one without, can attack in a band. Bands are blocked as a group. If any creatures with banding a player controls are blocking or being blocked by a creature, that player divides that creature's combat damage, not its controller, among any of the creatures it's being blocked by or is blocking.)
11 - A spell or permanent chosen at random becomes black. (Mana symbols on that permanent remain unchanged.)
12 - A spell or permanent chosen at random becomes blue. (Mana symbols on that permanent remain unchanged.)
13 - A creature chosen at random can't be regenerated this turn.
14 - If a creature chosen at random has power 2 or less, it is unblockable this turn.
15 - A creature chosen at random gets -2/-0 until end of turn.
16 - Return a creature chosen at random to its owner's hand.
17 - Faerie Dragon deals 1 damage to a creature or player chosen at random.
18 - A creature other than Faerie Dragon chosen at random becomes 0/2 until end of turn.
19 - Exile a creature chosen at random. Its controller gains life equal to its power.
20 - Randomly distribute X -0/-1 counters among a random number of creatures chosen at random, where X is the number of creatures in play.
-Whimsy-
Place X random fast effects on the stack. Roll a 20-sided die for each effect. On a 1 or 2, roll again. Otherwise, the fast effect is as follows.
3 - Return a permanent that isn't enchanted chosen at random to its owner's hand.
4 - Untap an artifact, creature or land chosen at random.
5 - Tap an artifact, creature or land chosen at random.
6 - Whimsy deals 4 damage to a creature or player chosen at random.
7 - A player chosen at random draws three cards.
8 - Destroy an artifact chosen at random. It can't be regenerated. That artifact's controller gains life equal to its converted mana cost.
9 - Destroy an artifact or enchantment chosen at random.
10 - A player chosen at random gains 3 life.
11 - Prevent the next 3 damage that would be dealt to a creature or player chosen at random this turn.
12 - Destroy a creature or land chosen at random. It can't be regenerated.
13 - A player chosen at random puts the top two cards of his or her library into his or her graveyard.
14 - Put a 1/1 colorless Insect artifact creature token with flying named Wasp onto the battlefield.
15 - Destroy all artifacts, creatures and enchantments.
16 - Flip a coin. If you lose the flip, Whimsy deals 5 damage to you. If you win the flip, put a 5/5 colorless Djinn artifact creature token with flying onto the battlefield.
17 - Choose a creature card at random from each player's library. For each player, flip a coin. If the flip ends up heads, put a token that's a copy of that creature card onto the battlefield under that player's control.
18 - A player chosen at random discards a card.
19 - Prevent all combat damage that would be dealt this turn.
20 - Draw a card and reveal it. If it isn't a land card, discard it.

all of which will be legal in the format as of July 11, 2015. I have updated the visual list in CubeTutor. Remember that the cards exclusive to the Astral and Sega Dreamcast sets won't appear in the CubeTutor list. Since there are some cards that come with the Origins Sample Decks that are considered to be "part of the set" (i.e.: Aegis Angel, Divine Verdict, etc.) then these are also legal for Standalone. EDIT: They are part of the set, having the same expansion symbol and a collector's number.
As of Origins, the cardpool is 3,833 cards (not including basic lands).

Though I haven't had time to test the latest additions to the card pool via Magic: Origins and Duel Decks: Zendikar vs. Eldrazi, I would like to take this opportunity to discuss one of the first decks I built with this format:
The purpose and heart of the deck is Fruitcake Elemental, an indestructible, 7/7 for a mere 1GG. This deck tries to play Fruitcake Elemental as quickly as possible all while stalling and controlling the board. Acidic Slime, Oblivion Ring, and Council's Judgement quickly remove any obstructions. Wall of Reverence, Behemoth Sledge, and Loxodon Warhammer all help you bypass the 7 damage at end of turn caused by Fruitcake Elemental all the while the latter two equipment give the much needed trample. The good thing about Fruit Elemental is if your opponent has less than 7 life after combat that turn, just unequip the lifelink artifacts (to any other creature) and then donate it to your opponent at end of turn. Done deal.
This deck is nowhere near as competitive as it can be being as Swords to Plowshares and Path to Exile are legal in Standalone. Zendikar Expeditions is being considered for inclusion. If that happens, we get more mana fixing for the format so the deck's gonna get 4x Temple Garden and 4x Windswept Heath.

all of which will be legal in the format as of January 22, 2016.
As of Zendikar Expeditions, the card pool is 4,086 cards (not including basic lands).
The great thing about this standalone set is that it brings some much needed mana fixing to the format. I feel confident that this should make for more consistent decks and slightly alleviate deck construction.

Now, this format may seem like it stagnated a bit since the last two editions came only from a Duel Deck and a subset that's technically it's own standalone set. So, not much has been happening lately in regards to updating the cardpool (which is one reason I'd like to also consider the From the Vault series as something available for inclusion). Fortunately, before the year is over, the cardpool will be updated by the second installment in the Conspiracy series, another Duel Deck, and the yearly Commander product. Hopefully, there won't be too many cards reprinted that are already in the card pool, thus maximizing the amount of new content withing. Also, fingers crossed, this year's Happy Holidays promo won't have any physics hijinxes like last year's one. So that could be one more potential card.
If the From the Vault series were to be included, these would be the potential additions to the card pool:

The great thing about this standalone set is that it brings some much needed mana fixing to the format. I feel confident that this should make for more consistent decks and slightly alleviate deck construction.
