Check out this format idea. I play this format with my friends, some of which have just started playing and we all have a lot of fun playing with this format.
1. Modern legal cards.
2.12-15 dollar budget restriction (honor system, enforce it however you want) on everything other than basic land cards in your deck and sideboard.
3.Ban list: Living end and skullclamp (even casual formats can be broken)
I hardly play any real competitive magic other than a casual fnm draft, and many of my friends are the same way, so I find this format perfect for me and my friends, and i thought I'd throw this idea out there. I enforce the cost limit by looking up the card prices on sites like scg or blackborder.
Its also fun to build your deck around the same deck idea as a good constructed deck of any particular format or time era you want. I have a naya zoo deck and black white tokens deck.
This deck is pretty straight forward but can do some crazy things. I used to have Proclamation of Rebirth in here but apparently the price jumped to $10 (from around $1) while I wasn't looking :). Hope this helps!

Well, I was going to say, if it's total, I don't see the need for a skullclamp ban, sorta. Its a $2.50 card, which means running any serious amount of copies crushes your deck options.
Though I guess I can also see the weenie token spells as fairly cheap, so it could still be rather destructive. I'll lean on the expertise of those playing.
Budget restrictions are a great way to limit the power and rarity of cards to play with newer players, though many a broken deck can still be built.
Oh, man! I love budget formats. :3 Here's a Teachings list - this isn't tuned at all, but I wanted to get an idea of what it might look like. Deckbox.org informs me that, excluding basic lands, it's worth $14.90.
It's pretty similar to pauper/peasant but with a price limit instead of rarity limit.
My friend and I love playing Pauper or Peasant because deck can be creative and you can play a lot of different strategie.
The price for Pauper/Peasant turn arround 10$ if you didn't put Maze of Ith or any expensive Uncommon.

Pauper deck can only play Commons cards.
Peasant deck can only play Commons cards with 5 Uncommons. The choice of the Uncommons was very important and can do all the different.
Yeah it is similar to pauper/peasant but my friends all have their rares that they're fond of that they got in preconstructed decks and I'm not going to tell them they can't play them. For example, by the way my friend michael talks about his captain of the watch in his monowhite soldier deck, I can tell he really likes it.

My thoughts on the format are:
1. Draw-go control is kinda bad, there are a lot of good flashback spells and just aggro decks in general, so playing 4x Mana leak and 4x Dissipate may make your deck cost more. Then again the budget is generally a self imposed as more of a suggestion than a rule. I shoot for 12$, but then try not to let it get over 15.
2. The 'wraths' are mostly pyroclasm and infest. Technically you could play day of judgement, but i haven't yet.
3. Synergy!
4. Lands: Evolving Wilds and Terramorphic expanse are pretty good, but you have to shuffle. There's also rupture spire and shimmering grotto, the zendikar refuges, etc.
5. You're right about skullclamp, I changed my mind its not on the ban list. Living end definitely is though, that deck is brutal against a new player, especially if you can say you spent less money to build it than they did on their precon. But about skullclamp, blue has the most access to it with trinket mage, but i guess its a good thing that there are shatter effects in red and green (and white).
6. This format is WIDE OPEN, and its awesome.
And now since i guess i shouldv'e posted a decklist in the first place, here's my BuG mill yourself deck that my friends think is fun to play.
Also the WW quest for the holy relic deck that some guy played at worlds in standard you can play almost card for card but replace the elite vanguards with Court Homunculus, also my BW tokens has 4 intangibles, 4 marshal's anthem.
It's quite fun to play, has a lot of card draw and some tricks, and can deal with most situations:) Ancient Stirrings is great in this deck, digs for liquimetal, or finds a land if you need it.
WOOT! Yes definitely, I definitely had this deck in mind when I made up this format. I haven't played with it at all, because i want one of my friends to find it and feel so awesome cuz they're a genius for finding it. +You know its a casual format when half the decklists in the casual magic threads are playable in it.
In my opinion, when it comes to Magic, casual doesn't mean not competitive, because if you didn't card who won, why bother playing in the first place? It would be like playing with a toy instead of playing a game.
I'm currently working on a UW decklist with Delver of Secrets for my friend who likes those colors, and I'm going to try for the aggro-control type deck you see in standard right now, so it'll probably have some Aether adepts as well. The decklist i have right now is really rough.

Also working on a RG ramp deck with explore/rampant growth, and then Ondu Giant instead of solemn simulacrum. The 8 6-drops you'd be ramping into would be 4x Arachnus Spinner, 4x Flameblast Dragon.
I too have a WW/token deck with C. Pledge and intangible virtue.
I also have a black weenie desk that packs desolation and a ton of shadow creatures/equipment.
I have a MBC deck that runs innocent/barter in blood + tendrils of corruption + corruption + sorin's vengeance.
I have a UG madness deck.
I have a astral slide + aether charge beast control deck too.
I'm always looking for cool new ideas, and I really love the liquimetal coating deck. Seems right up my ally.
